NATURE OF WORK

An Information Technology (IT) Quality Assurance Specialist Manager is the managerial level of work developing, implementing and monitoring quality assurance standards for information technology systems and services.  Employees in this classification supervise IT Quality Assurance Specialist Supervisors.

Employees in this classification receive managerial supervision from a director of information technology services or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class description.

The IT Quality Assurance Specialist Manager is differentiated from the IT Quality Assurance Specialist Supervisor in that the IT Quality Assurance Specialist Manager has supervisory responsibility for IT Quality Assurance Specialist Supervisors while the IT Quality Assurance Specialist Supervisor has supervisory responsibility for IT Quality Assurance Specialists.

EXAMPLES OF WORK

Plans, directs and administers information technology quality assurance activities of an agency or data center in accordance with applicable laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of IT Quality Assurance Specialist Supervisors and related support staff;

Develops, implements and manages new and revised quality assurance policies and procedures;

Develops, implements and manages training programs for quality assurance staff;

Identifies and implements quality assurance tools and techniques and computerizes those that can be effectively automated;

Determines areas where information technology personnel and users require training to achieve quality assurance standards and recommends training activities;

Acts as a liaison with internal and external auditors of information technology systems and services to assist in the resolution of quality assurance issues;

Prepares statistical and narrative reports of quality assurance activities and special projects;

Supplies information for the departmental information technology master plan and budget;

Participates in the testing of new information technology systems and services and recommends quality assurance standards and procedures to promote accuracy and efficiency;

Reviews journals, catalogues and other technical literature and attends workshops, seminars, training classes and trade shows to keep abreast of the latest developments in quality assurance theory and methods and related information technology;

May manage formal audits of information technology systems and services;

Performs other related duties.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
