A Director of Nursing is the managerial
level of work at Maryland Department of Health (MDH) designated Court Involved
(CI) Facilities responsible for developing, planning and implementing an
integrated program of nursing service in a Maryland Department of Health
facility. Employees in this classification functions as the sole Director of
Nursing and are responsible for nursing services in a medical
setting. Employees in this classification directly supervise Assistant
Directors of Nursing or Registered Nurse Managers, and through them, indirectly
supervise subordinate supervisors and licensed and non-licensed nursing staff.
Employees in this classification
receive managerial supervision from the facility chief executive officer or
clinical director. Employees may be subject to call-in and overtime based on
staffing needs. Employees are required to observe infection control precautions
in order to prevent contamination and spread of disease.
Positions in this classification are
evaluated using the classification job evaluation methodology. The use of this
method involves comparing the assigned duties and responsibilities of a
position to the job criteria found in the Nature of Work and Examples of Work
sections of a class specification or class description.
Designs, develops, implements, and
evaluates the philosophy, objectives, standards and policies of nursing
practice and interprets them to administrative personnel;
Ensures the quality of nursing care
and treatment of institutional patients;
Develops and implements plans for the
organization, direction, and supervision of nursing services and nursing
education programs, and for the improvement and reorganization of existing
methods and procedures in the care and treatment of physically or mentally ill
patients and developmentally disabled clients;
Coordinates nursing services with
other services of the institution;
Submits budgetary requests for the
nursing service;
Initiates and oversees studies to
determine the validity of existing methods and procedures of nursing care and
education;
Confers with the chief executive
officer in the preparation of plans for building, equipment, staffing and the
outlining of policies;
Prepares, reviews and analyzes reports
concerning nursing service and nursing education;
Prepares memoranda concerning new
policies or change in policies;
Makes recommendations concerning new,
proposed or existing legislation that affects nursing services at the facility;
Supervises and approves the selection,
placement, evaluation and promotion of personnel within the nursing program;
Makes periodic rounds of nursing areas
with nursing and medical personnel;
Conducts, attends and participates in
nursing and institutional staff conferences and meetings of professional
organizations in the field;
Supervises and participates in the
development of orientation programs and inservice training for nursing and
other personnel;
Performs other related duties.

assigned to the position.
2. Employees in this classification
must possess a current license as a Registered Nurse from the Maryland State
Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

This is a Management Service
classification in the State Personnel Management System. All positions in this
classification are Management Service positions.
This classification is not assigned to
a bargaining unit, as indicated by the designation of S (Supervisor), M
(Manager), T (Agency Head), U (Board or Commission Member), W (Student), X
(Used by Agency or Excluded by Executive Order), or Z (Confidential). As
provided by State Personnel and Pensions Article, Section 3-102, special
appointment, temporary, contractual, supervisory, managerial and
confidential employees are excluded collective bargaining.
Additionally, certain executive branch agencies are exempt from collective
bargaining and all positions in those agencies are excluded from
collective bargaining.
