NATURE OF WORK

A Department of Information Technology (DoIT) Database Administrator Lead/Advanced is the lead or advanced level of work optimizing database design, resources, and access, and implementing and maintaining optimum database configuration, integrity and performance. Employee defines file organization, indexing methods, and security procedures for specific user applications. Employee develops, implements, and maintains database back-up and recovery procedures for the processing environments, and ensures that data integrity, security, and recoverability are built into the DBMS applications. Employee has extensive interaction with software/database developers, and stakeholders at partner organizations, and all levels of program (line-of-business) staff. Employees in this classification provide timely and creative solutions to end-user computer and networking problems of a complex nature to ensure end-user productivity. At the Lead level, employees in this classification assign, review, and approve the work and train lower-level DoIT Database Administrators. At the Advanced level, employees in this classification serve as a project lead or technical expert in one or more areas. Employees in this classification do not supervise lower-level positions.

The employees in this classification receive general supervision from a Technology Platform Manager or other IT management classification. Employees may be required to work evenings, weekends, and holidays and may be subject to call-in.

Position placement in this classification is determined by the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a classification specification.

The DoIT Database Administrator I and DoIT Database Administrator II and are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The DoIT Database Administrator I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed, and the DoIT Database Administrator II performs the full range of duties under general supervision. The DoIT Database Administrator II differs from the DoIT Database Administrator Ld/Adv in that the DoIT Database Administrator Ld/Adv leads lower level DoIT Database Administrators or serves as project lead or technical expert in multiple areas.

EXAMPLES OF WORK

When functioning at the Lead level:

Assigns reviews, and approves the work of DoIT Database Administrators;

Trains DoIT Database Administrators;

Administers and supports multiple databases of varying complexity as impacted by database size, technology, stored procedures and interfaces;

Supports concurrent database users while ensuring control, security, and data integrity;

Develops design for physical data storage, and also account and security administration;

Implements backup and recovery procedures for database management systems;

Defines database parameters, logical data models, data repository requirements, data dictionaries and warehousing requirements;

Develops strategies for protecting Personally Identifiable Information (PII), Personal Health Information (PHI), and Federal Tax Information (FTI) using encryption in transit and at rest;

Deploys new relational database systems, which may be on-premises or hosted in the Cloud;

Participates in development of IT policies, security controls, and disaster recovery;

Performs other related duties.

When functioning at the Advanced level:

Serves as project lead on projects that involve the design of databases, identifying security requirements and storage capacity, and troubleshooting issues for new or established statewide agency databases of varying complexity, size and technology;

Performs as a technical expert in the design of databases, identifying security requirements and storage capacity, and troubleshooting issues for new or established statewide agency databases of varying complexity, size and technology;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of data administration and data standardization policies;

Knowledge of relational databases and client-server software;

Knowledge of data mining and data warehousing principles;

Knowledge of database management systems, query languages, table relationships, and views.

Knowledge of query languages such as SQL (structured query language);

Knowledge of sources, characteristics, and uses of the organization’s data assets;

Knowledge of the characteristics of physical and virtual data storage media;

Knowledge of an organization's information classification program and procedures for information compromise.

Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Skill in using relational database management toolkits and developing stored procedures;

Skill in allocating storage capacity in the design of data management systems;

Skill in conducting queries and developing algorithms to analyze data structures;

Skill in integrating database accounts with domain accounts, such as via Active Directory;

Skill in tuning enterprise databases to achieve optimum performance levels;

Skill in delivering solutions and achieving outcomes via Information Technology;

Ability to analyze organizational needs, architect business solutions, and monitor/administer systems/software to optimize performance;

Ability to use acquired institutional knowledge to achieve organizational efficiencies;

Ability to trace and diagnose database performance issues;

Ability to mentor and provide guidance for staff performing data extractions and queries.

MINIMUM QUALIFICATIONS

Experience:

Eight years of experience performing database development and administration in a multi-tier environment in an organization with extensive level of program integration and reliance on technology.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field of study to include coursework in database management systems for up to four years of the required experience.

2. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the U.S. Armed Forces military service experience in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year for year basis for the required experience and education.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

 

Applicants for this classification may handle sensitive data.  This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.

Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
