A Department of Information Technology (DoIT) Systems
Architect is the full performance level of work functioning
as an advanced technical resource to design, develop and apply moderate to
advanced network concepts and approaches to data networks. Employees in this
position develop and apply advanced engineering techniques, concepts, and
approaches to unique engineering problems with minimal oversight. Employees also
provide technical guidance to network engineers on projects of medium to high
complexity. Employees in this position have advanced knowledge relative to
hosting environments, wide area and local networks, identity and access
management platforms, and all other components of an enterprise data network. Employees in this classification do not
supervise.
Employees
in this classification receive general supervision from a Technology Platform
Director or other senior level director position.
Enables
the Department of Information Technology to expediently respond to
opportunities and challenges via Information Technology;
Architects
or designs solutions to solve complex problems considering computer equipment
capacity and limitations, operating time and desired results;
Assesses industry standards for models, and where appropriate, incorporates
them into client solutions;
Participates as a technical subject matter expert on major projects
and application roll-outs;
Develops and adheres to all engineering/quality processes and
procedures and all documentation/tools;
Works hand-in-hand with project management on project delivery and
technical issues;
Addresses
business challenges by analyzing resources, capacity and limitations, and
required outcomes;
Develops
conceptual designs and prototypes;
Implements
access control and security in new systems;
Performs other related duties.
Knowledge in design and implementation for highly resilient and
scalable network architectures;
Knowledge of transport technologies such as Multiplexing, Multiprotocol Label Switching (MPLS), Dense Wavelength Division
Multiplexing (DWDM), etc.
Knowledge of computer networks, wired and wireless, as well as
hosted and cloud-based solutions;
Knowledge of network security and the methods for securing data
networks;
Knowledge of current industry and technology trends
Skill in providing technical leadership on complex projects;
Skill in preparing detailed specifications for new systems;
Skill in providing guidance to network administrators and
engineers;
Skill in delivering solutions and achieving outcomes via
Information Technology;
Ability to analyze organizational needs and architect network solutions;
Ability to use acquired institutional knowledge to achieve
organizational efficiencies;
Ability to provide technical support to multiple phases of a
project.
Experience: Six years of experience, five or more years of experience performing network design and development of an enterprise data network in an organization with extensive level of program integration and reliance on technology and an additional one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
Note:
1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for the additional one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
2. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis for high school education.
3. Candidates may substitute the possession of a Bachelor's degree in Computer Science, Information Systems, Information Technology, or related field from an accredited college or university and five or more years of experience performing network design and development of an enterprise data network in an organization with extensive level of program integration and reliance on technology for the required experience.
4. Candidates may substitute the possession of a Master's degree in Computer Science, Information Systems, Information Technology, or related field from an accredited college or university and three years of experience performing network design and development of an enterprise data network in an organization with extensive level of program integration and reliance on technology for the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
Applicants for this classification may handle sensitive
data. This will require a full scope
background investigation prior to appointment.
A criminal conviction may be grounds for rejection of the applicant.
Employees may occasionally be required to travel
to field locations and must have access to an automobile in the event a state
vehicle cannot be provided. Standard mileage allowance will be paid for use of
a privately owned vehicle.
Class specifications are broad
descriptions covering groups of positions used by various State departments and
agencies. Position descriptions maintained by the using department or agency
specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel
Management System. All positions in this classification are Skilled
Service positions. Some positions in Skilled Service classifications may
be designated Special Appointment in accordance with the State Personnel and
Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering,
Scientific and Administrative Professionals classes. As provided by the
State Personnel and Pensions Article, Section 3-102, special appointment,
temporary, contractual, supervisory, managerial and confidential employees are
excluded from collective bargaining. Additionally, certain executive
branch agencies are exempt from collective bargaining and all positions in
those agencies are excluded from collective bargaining.
