A
Department of Information Technology (DoIT) Technology Platform Manager I is a
managerial level of work in the Management Service of the State Personnel
Management System. The mission of DoIT is to provide vital
technology solutions that allow the Executive Branch, State agencies, and
coordinating offices to provide Marylanders with services that enable them to
live and work more safely, efficiently and productively. Employees
in this classification are responsible for providing management oversight to a program
that provides statewide infrastructure, systems, service support, and other
enabling technology solutions to units of State Government. Employees in this
classification may also provide services to Local and County Governments as
well as Boards of Education. Employees in this classification directly or
indirectly supervise technical, professional, or administrative staff.
Employees
in this class receive managerial supervision from a DoIT Technology Platform
Director or a higher-level DoIT Technology Platform Manager.
Position
allocation within the DoIT Technology Platform Manager series is determined on
the basis of relative job evaluation among similarly functioning
positions. The job evaluation factors include: qualifications;
nature and purpose of personal contacts; nature of recommendations,
commitments, decisions, and conclusions; creative thought; responsibility for
planning; responsibility for administration; and nature of supervision
received.
The DoIT Technology
Platform Manager I - III is limited to technical resources in the Department of
Information Technology who oversee the provision of critical statewide
infrastructure, systems, and platforms. Supervisors of individual programs of
lesser scope and responsibility involving statewide infrastructure and systems are
classified in other specific occupational classifications.
Plans, manages
and administers all aspects of assigned DoIT program(s) that has a broad scope
and major impact on agency missions and operations;
Develops
policies and procedures for assigned program(s), oversees their implementation,
evaluates their effectiveness’ and implements approved revisions;
Supports
program goals, Service Level Agreements (SLAs), standards, and controls to meet
both agency and program objectives while overseeing their achievement;
Supports
the evaluation of new technologies which may either enhance existing services
or which represent new services;
Prioritizes
program projects, develops work plans and deadlines, monitors project progress
against delivery commitments, and ensures adherence to established policies,
procedures, and standards;
Supports
compliance with privacy and security requirements and efforts to continuously
strengthen security protections;
Manages assigned
program financial resources including supporting program budget development, budget
management, service costing, and customer chargebacks;
Supports
the development of DoIT procurement vehicles required to support program
objectives and ensures appropriate contract management of awarded vendors;
Plans,
coordinates, supervises and evaluates the work of subordinate managers,
supervisors, and technicians;
Oversees
and manages the personnel resources of the program(s);
Determines
organizational structure and staffing needs of the program(s);
Prescribes
and oversees development and training of program staff;
Maintains
a working knowledge of advances in technology consistent with their assigned
areas of responsibility;
Performs
other related duties.

This is a
Management Service classification in the State Personnel Management
System. All positions in this classification are Management Service
positions.
This
classification is not assigned to a bargaining unit, as indicated by the
designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or
Commission Member), W (Student), X (Used by Agency or Excluded by Executive
Order), or Z (Confidential). As provided by State Personnel and Pensions
Article, Section 3-102, special appointment, temporary,
contractual, supervisory, managerial and confidential employees are
excluded collective bargaining. Additionally, certain executive
branch agencies are exempt from collective bargaining and all positions in
those agencies are excluded from collective bargaining.
