A
Department of Information Technology (DoIT) Technology Platform Director II is a
managerial level of work in the Management Service of the State Personnel
Management System within DoIT. The mission of
DoIT is to provide vital technology solutions that allow the Executive Branch,
State agencies, and coordinating Offices to provide Marylanders with services
that enable them to live and work more safely, efficiently and productively. Employees
in this classification are responsible for providing senior management
oversight to a program(s) that provide statewide infrastructure, systems, and
other enabling technology solutions to units of State Government. Employees in
this classification may also provide services to Local and County Governments
as well as Boards of Education. Employees in this classification directly or
indirectly supervise technical, professional, or administrative staff.
Employees
receive managerial supervision from an Executive Service employee or other
designated official.
Position allocation
within the Technology Platform Director series is determined on the basis of
relative job evaluation among similarly functioning positions. The job
evaluation factors include: qualifications; nature and purpose of
personal contacts; nature of recommendations, commitments, decisions, and
conclusions; creative thought; responsibility for planning; responsibility for
administration; and nature of supervision received.
The DoIT
Technology Platform Director I - III is limited to senior level technical
employees in DoIT who oversee the provision of critical statewide
infrastructure, systems, and platform. Managers of individual programs of
lesser scope and responsibility involving statewide infrastructure and systems
are classified as Technology Platform Manager I-III. Managers of programs of
lesser scope and responsibility may also be classified in other specific
occupational classifications.
Plans,
directs and administers all aspects of assigned DoIT program(s) that has a
broad scope and major impact on agency missions and operations;
Establishes
overall policies and procedures for assigned program(s), oversees their
implementation, evaluates their effectiveness and approves major revisions;
Establishes
program goals, Service Level Agreements (SLAs), standards, and controls to meet
program objectives and oversees their achievement;
Oversees
the evaluation of new technologies which may either enhance existing services
or which represent new services;
Oversees
program projects, work plan and deadline development, project progress against
delivery commitments, and ensures adherence to established policies,
procedures, and standards;
Supports
compliance with privacy and security requirements and efforts to continuously
strengthen security protections;
Manages
program financial resources including supporting program budget development, budget
management, service costing, and customer chargebacks;
Supports
the development of DoIT procurement vehicles required to support program
objectives and ensures appropriate contract management of awarded vendors.
Plans,
coordinates, supervises and evaluates the work of subordinate managers,
supervisors, and technicians;
Oversees
and manages the personnel resources of the program(s).
Determines
organizational structure and staffing needs of the program(s);
Prescribes
and oversees development and training of program staff;
Represents
DoIT in a liaison capacity with representatives of other agencies in support of
the Department’s Portfolio Office;
Maintains
a working knowledge of advances in technology consistent with their assigned
areas of responsibility;
Performs
other related duties.

agency based on the essential job functions assigned to the position.
Class

This is a
Management Service classification in the State Personnel Management
System. All positions in this classification are Management Service
positions.
This
classification is not assigned to a bargaining unit, as indicated by the
designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or
Commission Member), W (Student), X (Used by Agency or Excluded by Executive
Order), or Z (Confidential). As provided by State Personnel and Pensions
Article, Section 3-102, special appointment, temporary,
contractual, supervisory, managerial and confidential employees are
excluded collective bargaining. Additionally, certain executive
branch agencies are exempt from collective bargaining and all positions in
those agencies are excluded from collective bargaining.
