The DoIT Portfolio
Officer Chief is a managerial level of work working closely with
the Department of Information Technology (DoIT) and other Units of State
Government Assigned (USGA) to manage the business relationships between DoIT
and the USGA to promote successful mission outcomes. The DoIT Portfolio Officer Chief develops,
positions, and supports strategic direction for Information Technology (IT). The DoIT Portfolio Officer Chief also assures
the alignment of IT operations and engineering teams to the mission of the
assigned units of state government, and proactively manages the relationship
between agencies to ensure high levels of service quality and customer
satisfaction. Employees in this
classification supervise lower level DoIT Portfolio Officers.
Employees in this classification receive managerial
supervision from an Executive Service employee or another designated official. The DoIT Portfolio Officer Chief is
accountable for ensuring that USGA receive high degrees of satisfaction,
positive outcomes, and substantial value from taxpayer investments in USGA
information technology. The DoIT
Portfolio Officer Chief deals predominantly with the development of strategies
and service plans that provide effective technology solutions in response to
USGA business objectives and operational needs; activities that support this
strategic development and service planning include the development of annual
technology business plans that define a USGA’s direction for technology and the
necessary investments to successfully achieve the stated direction.
Position allocation within the DoIT
Portfolio Officer series is determined on the basis of relative job evaluation
among similarly functioning positions. The job evaluation factors
include: qualifications; nature and purpose of personal contacts; nature
of recommendations, commitments, decisions, and conclusions; creative thought;
responsibility for planning; responsibility for administration; and nature of
supervision received.
The DoIT Portfolio Officer I - II and the DoIT Portfolio Officer Chief
is limited to the highest-level managers of programs within the Dept. of
Information Technology and not found in other agencies.
Develops
and supports strategic direction for information technology needs at the USGA
level;
Conducts
business reviews to ensure USGA are satisfied with IT products and services;
Assures
the alignment of IT operations and engineering teams to the mission of the
assigned USGA;
Manages
the relationship between USGAs to ensure high levels of service quality and
customer satisfaction;
Engages
with senior and executive leadership in the assigned USGA, the Governor’s
office and DoIT;
Performs
strategic consultation and analysis for USGA and develops strategic and
tactical business plan in accordance with USGA needs, generally accepted
standards, state law and other requirements;
Informs
USGAs of the IT services available and received from DoIT, and their associated
costs;
Assists
in the development of statewide architectural standards and inure to the
benefit of the USGA;
Responds
to and resolves service quality issues;
Provides
general advice and guidance on all kinds of technology matters as required by the
USGA;
Plans,
directs and administers all aspects of the agency portfolio program that has a
broad scope and major impact on agency missions and operations;
Establishes
overall policies and procedures for the program(s), oversees their
implementation, evaluates their effectiveness and approves major revisions;
Establishes
overall program goals, standards and controls to meet program objectives and
oversee their achievement;
Oversees
and manages the personnel and financial resources of the program(s);
Plans,
coordinates, supervises and evaluates the work of subordinate DoIT Portfolio
Officers;
Develops,
implements and manages short and long-range plans for program operations and
resources;
Determines
organizational structure and staffing needs of the program(s);
Prescribes
and oversees development and training of program staff;
Represents
the agency before federal, State and local officials, legislative committees
and senior managers and executives of other agencies concerning program
activities;
Performs
other related duties.
Specific educational and experience requirements are set by the
agency based on the essential job functions assigned to the position.
Class

This is a
Management Service classification in the State Personnel Management
System. All positions in this classification are Management Service
positions.
This
classification is not assigned to a bargaining unit, as indicated by the
designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or
Commission Member), W (Student), X (Used by Agency or Excluded by
Executive Order), or Z (Confidential). As provided by State Personnel and
Pensions Article, Section 3-102, special appointment, temporary,
contractual, supervisory, managerial and confidential employees are
excluded collective bargaining. Additionally, certain executive
branch agencies are exempt from collective bargaining and all positions in
those agencies are excluded from collective bargaining.
