NATURE OF WORK

A Volunteer Activities Coordinator I is the intermediate level of work involving planning, coordinating, and evaluating volunteer activities in a at Maryland Department of Health (MDH) designated Court Involved (CI) Facility, institution or community-based program.  Employees in this classification do not supervise other positions but may provide advice and guidance to students and volunteers assigned to the volunteer program.

Employees in this classification receive moderate supervision from a Volunteer Activities Coordinator Supervisor, or the administrative head of the agency or their designee.   Employees may be subject to 24 hour call-in and periodic overtime since this work may require coordinating day, evening, night or weekend activities.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specifications.

The Volunteer Activities Coordinator I and the Volunteer Activities Coordinator II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees.  The Volunteer Activities Coordinator I receives close supervision at times and general supervision at other times depending on the complexity of the specific duty being performed while the Volunteer Activities Coordinator II performs the full range of duties and responsibilities under general supervision.  

EXAMPLES OF WORK

Plans and coordinates volunteer activities in a hospital, correctional institution, or community-based program;

Consults with department heads regarding the needs for services and the use of volunteers, donated supplies and contributions;

Schedules religious, recreational and social events to be carried out by the volunteers;

Interviews and recruits prospective volunteers;

Develops plans for volunteer activities;

Provides orientation to volunteer groups regarding relevant policy and procedures;

Arranges for the programming and scheduling of social, recreational, religious and other activities;

Prepares newsletters and informational brochures concerning the facility or institution and its activities;

Prepares and makes presentations at civic and professional gatherings;

Conducts receptions and orientations for visitors;

Maintains register and roster of volunteers;

Prepares reports concerning the activities of the program;

Schedules training courses for volunteers;

Monitors entertainment activities presented by volunteers;

Distributes donated supplies and contributions;

Maintains records of all donations and contributions;

Prepares correspondence related to volunteer activities;

Maintains scheduled meetings of Volunteer Advisory Counsel;

May design and develop an orientation program for groups of volunteers;

May be required to develop a religious program for patients and inmates;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of community, civic, professional, fraternal and social organizations and other resources which may be utilized in a volunteer services program;

Knowledge of the organization, operation and objectives of a volunteer activities program of hospitals and correctional facilities;

Knowledge of procedures and techniques applied in recruiting, screening and training volunteers;

Knowledge of public relations;

Ability to prepare reports;

Ability to plan, organize, coordinate and supervise programs and activities involving large groups;

Ability to understand the problems of people confined for extended periods of time;

Ability to design and develop an orientation program for groups of volunteers;

Ability to develop a religious program for patients and inmates;

Ability to establish and maintain working relationships with volunteer and civic organizations, individuals and staff;

Ability to communicate effectively with employees, volunteers, supervisors, volunteer and civic organizations and general public.

MINIMUM QUALIFICATIONS

Experience: Five years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, including 30 credit hours in social sciences, journalism, public relations or a related field and one year of experience involving planning,    coordinating and evaluating volunteer activities in a state facility, institution or community-based program for the required experience.

2. Candidates may substitute the possession of graduate level education in social sciences, journalism, public relations or a related field from an accredited college or university at a rate of 30 credit hours for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.

SPECIAL REQUIREMENTS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit F- Social and Human Non-Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
