NATURE OF WORK

A Volunteer Activities Coordinator Supervisor is the supervisory level of work directing a comprehensive volunteer activities program in a Maryland Department of Health (MDH) designated Court Involved (CI) Facility, institution or community-based program.  Employees in this classification supervise lower‑level Volunteer Activities Coordinators and may supervise administrative and support staff, students and volunteers assigned to the volunteer activities program.

Employees in this classification receive general supervision from the administrator of the facility or community program.  Employees may be subject to 24 hour call-in and overtime based on staffing needs.  The work may require coordinating day, evening, night or weekend activities.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specifications.

The Volunteer Activities Coordinator Supervisor is differentiated from the Volunteer Activities Coordinator III in that the Volunteer Activities Coordinator Supervisor has supervisory responsibility for lower-level Volunteer Activities Coordinators while the Volunteer Activities Coordinator III performs the full range of duties and responsibilities under general supervision and functions as the sole position responsible for a volunteer activities program in an institution, facility or community-based program.

EXAMPLES OF WORK

Supervises lower-level Volunteer Activities Coordinators;

Plans and implements a comprehensive volunteer activities program utilizing volunteer groups, organizations and individuals to meet the needs of the client population;

Interacts with civic associations and other groups concerning the volunteer activities of the facility, institution or the community program;

Prepares newsletters, news releases, and other special publications concerning the volunteer program;

Prepares volunteer program reports and the annual volunteer program budget;

Coordinates staff and volunteer activities with the unit director;

Works with the Governor's Office on Service and Volunteerism to promote volunteer activities;

Develops religious programs for patients or inmates;

Maintains meetings of Volunteer Advisory Counsel;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of community, civic, professional, fraternal, social organizations and other resources which may be used in a volunteer services program;

Knowledge of the organization, operation and objectives of a volunteer activities program of hospitals and correctional facilities;

Knowledge of the limitations, capabilities and problems common to patients, clients and inmates of the facility, institution or the community program;

Knowledge of the procedures and techniques applied in recruiting, screening and training volunteers;

Skill in using techniques of public relations;

Skill in implementing programs and group activities of people confined for extended periods;

Skill in planning, organizing, coordinating and supervising volunteer activity programs and group activities involving large groups;

Ability to prepare reports;

Ability to supervise lower-level coordinators, volunteers, and other assigned staff;

Ability to establish and maintain working relationships with volunteer and civic organizations, individuals and staff;

Ability to communicate effectively with patients, clients, employees, volunteers, supervisors, volunteer and civic organizations and general public.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, including 30credit hours in social sciences, journalism, public relations or a related field and four years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program for the required experience.

2. Candidates may substitute the possession of graduate level education in social sciences, journalism, public relations or related field from an accredited college or university at a rate of 30 credit hours each year for up to six years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.

SPECIAL REQUIREMENTS

Employees in this classification will be required to provide the facility with a telephone number at which they can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
