NATURE OF WORK

A Child Care Licensing Specialist Trainee MSDE is the entry level of work inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools to ensure enforcement of child care regulations and the provision of quality child education development programs.  Employees in this classification do not supervise other positions.

Employees in this classification receive close supervision from a Child Care Licensing Supervisor MSDE or Child Care Licensing Regional Manager MSDE.  Employees in this classification may be required to work evenings.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Child Care Licensing Specialist Trainee MSDE and the Child Care Licensing Specialist MSDE are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees.  The Child Care Licensing Specialist Trainee MSDE learns to perform duties under close supervision.  The Child Care Licensing Specialist MSDE performs the full range of duties and responsibilities under general supervision.   

EXAMPLES OF WORK

Learns to inspect child care facilities including child care centers, family day care homes and non-public nursery schools to assess compliance with applicable laws and regulations and ensure that facilities meet existing health and safety codes;

Learns to review the background and qualifications of prospective and current care givers, including education, work experience and criminal record;

Learns to design and conduct workshops for child care facilities staff or family day care providers designed to improve the quality of educational programs and to enhance the ability and capability of facilities or homes to effectively meet the needs of the children served;

Learns to evaluate child care centers, family day care homes or non-public nursery schools to determine the age appropriateness of activities or curriculum;

Learns to recommend the issuance, denial, suspension or revocation of licenses to operate child care facilities;

Learns to investigate complaints concerning child care facilities;

Learns to conduct reviews of facilities applying for license renewal;

Learns to recruit new child care licensees and facilities;

Learns to investigate complaints regarding unlicensed facilities and assists them in becoming licensed or registered;

Learns to explain applicable laws, regulations, policies and procedures to groups and other interested parties; Learns to recommend training for licensees in such areas as discipline techniques, facility management, needs of special children and recognition of child abuse;

Learns to recommend corrective action plans to enforce compliance of facilities with applicable laws, codes and regulations;

Learns to review and evaluate the quality of early childhood education programs to ensure the use of developmentally appropriate programming or curriculums;

Learns to provide technical assistance to providers to ensure age appropriate programming and programming that meets the needs of children with disabilities;

Learns to prepare reports, evaluations and responses to complaints and may assist in the preparation of a newsletter;

Learns to prepare and present testimony for administrative hearings, trials or law suits;

Learns to use automated technologies to record and report the results of inspections of child care centers, family day care homes and non-public nursery schools;

Performs other related duties.

MINIMUM QUALIFICATIONS

 

GENERAL REQUIREMENTS

Education:     A Bachelor's degree in child development, education, social work or psychology from an accredited college or university.

Experience:   None.

Notes:

1.  An Associate of Arts degree in early childhood development, teacher education, sociology or psychology and two years of work experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools may be substituted for the required education.

2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
