NATURE OF WORK

A Chief Internal Auditor, Maryland State Retirement and Pensions System (MSRA) is a management level position that is responsible for planning, organizing, directing, coordinating and controlling the internal and external audit functions and providing consulting and advisory services to MSRA management.  The employee in this classification assists the System in accomplishing its objectives by implementing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal control, and governance processes.

EXAMPLES OF WORK

Selects, trains, develops and retains a competent internal audit staff;

Conducts periodic risk-assessments and produce an annual flexible audit plan that will accomplish the mission, objectives and scope of the Internal Audit Charter;

Implements the annual audit plan, as approved, including, as appropriate, any plan amendments, special tasks or projects requested by Management and the Audit Committee;

Performs a periodic comprehensive evaluation of risk management and internal controls performed by Management per applicable laws and/or policies;

Transmits copies of all audit reports and management letters to the Audit Committee;

Serves in an advisory capacity to the Executive Director, Audit Committee and Senior Staff;

Establishes policies for conducting its activities and directing its technical and administrative functions according to the System’s policies and direction provided by the Audit Committee, and professional standards;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
