Director, Department of Education is the managerial level of work coordinating and directing a distinct Department of Education program within a division or office that is directly related to the department's strategic plan, has a direct and measurable impact on the achievement of identified priority outputs and outcomes in the strategic plan, and where program success is contingent on stakeholder participation and/or endorsement. Examples of such programs include the Maryland School and Student Performance Assessment Programs, the Reconstituted and Challenge Schools Programs, and the School Accountability Funding for Excellence Initiative. Employees in this classification supervise, as allocated, authorized professional positions assigned to the distinct program area.
Employees in this classification receive executive direction from an Assistant State Superintendent, a Deputy State Superintendent or State Superintendent of the Department of Education. The Director, Department of Education Classification is unique to the Maryland State Department of Education (MSDE). Some positions may be required to travel throughout the State.
Position allocation to this classification is determined by position function or standards based on the function’s relationship to and impact on identified outcomes in the department’s strategic plan. These position standards are on record in the Human Resource Management Branch of the Division of Business Services of MSDE.
Directs all program activities for a distinct Department of Education program within a Division or office of MSDE deemed critical to achieving a measurable output or outcome directly related to one or more of the department's strategic goals;
Develops and implements regulations, policies, procedures, and guidelines for a Department of Education program, and monitors and evaluates their effectiveness;
Recommends legislation, writes testimony and supporting justification, and testifies before legislative committees on relevant program issues;
Develops and implements strategies to insure measurable achievement in critical program outputs or outcomes that directly contribute to meeting strategic plan goals and objectives;
Advises and makes recommendations to an Assistant State Superintendent or higher level MSDE official concerning the program area;
Manages and executes the duties requisite to the achievement of program goals critical to one or more goals of the strategic plan;
Plans, organizes, and supervises the work of professional personnel including the conduct of their performance appraisals;
Supervises the preparation and administration of the assigned budget and required MSDE planning documents;
Represents the Department in an official capacity at meetings and in negotiations with local school systems, institutions of higher learning, third-party contractors, public or private education or related organizations, or the general public;
Performs other related duties as assigned.
