A MBP Compliance Analyst Supervisor, Intake is the supervisory level of work in the in the preliminary review and investigation of cases and complaints against Physicians and allied health care providers in order to determine if there is a potential violation of the Maryland Medical Practice Act and recommend investigative action or closure to the Investigative Review Panel of the Maryland Board of Physicians (MBP). Employees in this classification oversee the daily operations on the Intake Unit of the Maryland Department of Health’s Board of Physicians programs and supervise lower-level MBP Compliance Analysts, Investigations and MBP Compliance Analyst Associates, Investigations.
Employees in this classification receive general supervision from the MBP Compliance Chief, Investigations or other authority in the office of the Maryland Board of Physicians.

The MBP Compliance Analyst Supervisor, Intake is differentiated from the MBP Compliance Supervisor, Investigations in that the MBP Compliance Analyst Supervisor, Intake is responsible for overseeing the daily operations of the Intake Unit and has supervisory responsibility for lower-level MBP Compliance Analysts, Investigations and MBP Compliance Analyst Associates, Investigations while the MBP Compliance Analyst Supervisor, Investigations has supervisory responsibility for lower-level MBP Compliance Analysts, Investigations and MBP Compliance Analyst Associates, Investigations. The MBP Compliance Analyst Supervisor, Intake, is differentiated from the MBP Compliance Chief, Investigations in that the MBP Compliance Chief, Investigations directs the Investigation Unit and supervises MBP Compliance Analyst Supervisors.
Supervises lower-level MBP Compliance Analysts engaged in the preliminary review and analysis of complaints received against Physicians and allied health care providers to determine if there is a potential violation of the Medical Practice Act, recommend investigative actions or closure to the Investigative Review Panel and respond to inquires regarding Board issues from the public, practitioners, and attorneys;
Oversees the daily operations of the Intake Unit and reviews the reports, findings and conclusions of preliminary reviews and investigations to determine completeness, accuracy, priorities and proper application of standards;
Assesses staff training needs, develops and implements plans to ensure lower-level MBP Compliance Analysts retain appropriate level of knowledge in areas of medicine, medical terminology, health care delivery and standards of medical care;
Consults with and advises MBP Compliance Supervisor, Investigations on investigative issues;
Conducts preliminary reviews and investigation of complaints, reports and information regarding potential violation of the Maryland Medical Practice Act;
Conducts highly sensitive and complex investigations at the direction of the MBP Compliance Chief of Investigations;
Develops, collects and maintains statistical data relative to all cases in the Compliance Intake Unit;
Analyzes investigative material for presentation to the Investigative Review Panel;
Negotiates and resolves conflicts between patients and Physicians on non-standard of care issues;
Acts as a liaison between the Board, respondents and their attorney and maintains records of all communications and other related aspects of the investigations;
Oversees maintenance of central case records and statistical data;
Prepares, develops and maintains a directory of medical consultants utilized in the review of cases;
Testifies at administrative hearings and other court proceedings;
Conducts debriefings on closed cases to identify areas in need of improvement and assists in ensuring that each case is reviewed by the Prosecutor before being presented to the Board for charging;
Performs other related duties.
Experience: Eight years of experience conducting investigations in the area of health care, insurance, medical malpractice or other related experience in investigative areas as defined by the Maryland Board of Physicians.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience conducting investigations in the areas of health care, insurance, medical malpractice or other related investigative experience as defined by Maryland Board of Physicians for the required experience.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university for up to five years of the required experience.
3. Candidates may substitute the possession of a Juris Doctorate degree from an accredited college or university for up to seven years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Legal or Investigator classification or Legal or Investigator specialty codes in the Investigation field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
