In collaboration with CIO and CDIO, prepare and submit an annual business plan, 5-Year Strategic Plan and provide strategies to effectively manage to these plans;
Measure and evaluate critical operational and functional processes; identify opportunities for Core Process and Best Practice implementation, leading to streamlined workflow, operational efficiencies, and cost reductions;
Proactively manage the division’s financial reporting requirements;
Develop, in collaboration with MDs, effective organizational processes, functions, and structures, that maximize performance and align with division strategies;
Perform in-depth, ‘deep-dive’ reviews in conjunction with CIO and Deputy CIO and appropriate Managing Directors to develop action plans to correct unfavorable performance and remove operational and process barriers to success;
Measure and support the optimal motivation of the team as a whole, but with particular focus on Operational direct reports;
Plan, procure and manage the company’s technology systems. Evaluate learning gaps in team as related to effective use of tech systems and identify internal resources or contract external resources to correct skill and performance gaps;
Manages the Division’s human resources function by interacting with the Human Resources unit to implement resource needs through creating job descriptions and job postings and managing the hiring process in adherence to State guidelines;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
