NATURE OF WORK

An Accountability and Implementation Board (AIB) Education Program Director I is one of two managerial levels of work in the Accountability and Implementation Board coordinating and directing activities relating to the state law, Blueprint for Maryland’s Future (Blueprint).  Employees in this classification serve as a director responsible for a specialized outreach, research, implementation, compliance monitoring, and/or policy development related to the Blueprint and represents the AIB on various teams and committees throughout the State with the authority of the 

Executive Director. Employees in this classification do not supervise.

Employees in this classification receive managerial supervision from the Executive Director and Deputy Director or other designated executive level official.  The work may require travel throughout the State.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The AIB Education Program Director I is differentiated from the AIB Education Program Director II in that the AIB Education Program Director I does not supervise, while the Education Program Director II may supervise and have a more complex area of responsibility.

EXAMPLES OF WORK

Directs specialized outreach, research, implementation, compliance monitoring, and/or policy development activities relating to the Blueprint;

Interprets and implements laws, regulations, policies, and procedures relating to the Blueprint;
Participates in the development, implementation, and assessment of strategies to ensure program activities contribute to meeting strategic plan goals and objectives;

Advises and makes recommendations to the Executive Director and Deputy Director concerning the Blueprint;

Leads internal and external interdisciplinary work teams in developing education goals and standards;

Develops outreach and communication strategies and implements these strategies to connect with stakeholders and inform the public about the Blueprint;

Develops and implements education program policies, initiatives and regulations which have statewide impact on education programs in Maryland’s public schools;

Supervises the preparation and administration of the assigned budget and of required departmental planning documents;

Establishes education program goals and objectives and evaluates the accomplishment thereof;

May represent the Executive Director, Deputy Director, or higher-level agency officials as assigned;
Performs other related duties.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special    appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
