The Maryland State Police (MSP) Cadet classification provides an opportunity for young men and women, between the ages of 18 and 21, to experience the various duties and responsibilities performed by the sworn personnel of the Maryland State Police in preparation for and anticipation of the cadet’s acceptance and entry into the Police Academy of the Maryland State Police.
The MSP Cadet position is a provisional position only; a MSP Cadet who has attained his or her twenty-first birthday is only eligible to serve in such a position until his or her acceptance and entry into the next available Police Academy class.
Conducts fixed weighing at assigned weigh stations by observing the scale reading on overweight vehicles and taking appropriate action;
Conducts portable weighing operations anywhere within the assigned area by observing the scale reading on overweight vehicles and taking appropriate action;
Inspects motor vehicles that are required to stop at portable or permanent scales for compliance with motor carrier laws, size requirements and with highway hauling permits.
Examines truck registration documents and driver’s licenses in order to determine compliance with international registration plan regulations and driver licensing laws;
Places commercial vehicles in an out-of-service status when violations have been identified such that the vehicles cannot be lawfully driven;
Monitors and properly identifies, interprets, acts and responds to information transmitted over a mobile and base radio system;
Reads, comprehends and acts on information contained in various forms of written and printed documents;
Completes (handwritten) numerous forms, procedural reports and other documents so that the information is concise, legible, and accurate;
Uses a computer terminal to enter and retrieve data;
Assists in lifting stretchers with accident and crime scene victims and to place them into vehicles including ambulances, helicopters and other rescue vehicles;
Lifts, carries or drags moderate (26-100 lbs.), or heavy (more than 100 lbs.) individuals and other objects including but not limited to debris from the roadway and injured persons.
Lifts and carries portable scales (100 lbs.);
Pushes a standard full size police patrol vehicle from the roadway;
Changes a standard full size police patrol vehicle tire;
Assists motorists as necessary;
Operates a state-owned motor vehicle;
Travels over/under/around/unusual terrain or through objects, including but not limited to culverts, fences, water or walls;
Enters and exits vehicles under routine and emergency conditions;
Continuously observes surroundings and accurately reports unusual conditions;
Receives, comprehends and responds promptly and appropriately to verbal communications.
Be available for assignment anywhere in Maryland and be able to perform rotating shift work;
Performs assigned duties in all forms of weather conditions, including but not limited to extremes in the heat and cold, snow, rain and thunder storms;
Utilizes the five basic senses of sight, touch, smell, taste and hearing to identify surroundings and objects while performing job related activities;
Sits for short and extended periods of time in vehicles or in other limited spaces for such things as surveillance and road patrol;
Completes a function fitness test, as directed, each quarter of the year;
Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
