NATURE OF WORK

A Designated Administrative Manager Senior I is one of the highest managerial levels of program management in the Skilled Service of the State Personnel Management System. Employees in this classification are responsible for directing programs that have a broad scope and major impact on agency missions and operations. Employees in this classification have managerial responsibility for the work of other employees and through them direct technical, professional and administrative staff.

Employees in this classification typically receive supervision from an Executive Service employee.

Position allocation within the Designated Administrative Manager Senior I-V class series is determined on the basis of relative job evaluation among positions of similar organizational placement and scope. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

The Designated Administrative Manager Senior I-V class series is differentiated from the Program Manager I-IV class series in that the Designated Administrative Manager Senior classifications are limited to the highest-level managers of programs in the Skilled Service while the Program Manager I-IV classifications are managers of agency-unique programs of lesser scope and responsibility. The Designated Administrative Manager Senior I-V class series are differentiated from the Administrative Program Manager Senior I-V class series or other specific occupational classifications in that Administrative Program Manager Senior classifications or other specific occupational classifications are managers of broad, high-level programs common to two or more agencies.

EXAMPLES OF WORK

Plans, directs and administers all aspects of an agency program(s) that has a broad scope and major impact on agency missions and operations;

Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;

Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;

Oversees and manages the personnel and financial resources of the program(s);

Plans, coordinates, supervises and evaluates the work of subordinate managers;

Develops, implements and manages short and long-range plans for program operations and resources;

Determines organizational structure and staffing needs of the program(s);

Prescribes and oversees development and training of program staff;

Represents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
