SKILLED SERVICE BARGAINING UNIT: B
NATURE OF WORK
MSD Fiscal Services Officer II is supervisory level of work performing all fiscal services at the Maryland School for the Deaf in accordance with fiscal policies and procedures prescribed and disseminated by a chief of fiscal services and fiscal staff at the headquarters of a secretariat level department or independent agency. Employees in this classification do not supervise other professional fiscal positions, but may supervise Fiscal Account Technicians, Fiscal Account Clerks, and related staff.
Employees in this classification receive general supervision from a chief of administration or other designated administrator. Technical direction and guidance is received from a chief of fiscal services and accountants, budget specialists and other fiscal staff at the headquarters of a secretariat level department or independent agency.
Position allocation to Fiscal Services Officer I or II is determined by relative job evaluation among similarly functioning positions using the fiscal classification factors. The fiscal factors are: complexity (variety); formulation of new techniques or procedures; authority to change work procedures or methods; supervisory controls; supervision of others; and knowledge required by the position.
Fiscal Services Officer I and Fiscal Services Officer II are differentiated from Fiscal Services Chief I and Fiscal Services Chief II in that Fiscal Services Officer I and Fiscal Services Officer II do not supervise other professional fiscal positions but may supervise Fiscal Account Technicians, Fiscal Account Clerks, and related staff while Fiscal Services Chief I and Fiscal Services Chief II directly supervise Accountants or Agency Budget Specialists or manage such positions through subordinate supervisors.
EXAMPLES OF WORK
Performs all fiscal services for one or more State facilities, local departments of social services or local health departments in accordance with applicable laws, rules, regulations, policies and procedures prescribed and disseminated by a chief of fiscal services and other fiscal staff at the headquarters of a secretariat level department or independent agency;
Participates in the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual expenditures and budget figures;
Compiles supporting fiscal and statistical data for presentation of the budget to departmental budget specialists;
Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities subject to the approval of departmental budget specialists;
Modifies and implements manual and automated fiscal systems in accordance with generally accepted accounting principles and departmental and control agency guidelines and oversees accounting operations;
Prepares and analyzes periodic and special reports to meet departmental funding source requirements and to keep management advised of the fiscal status of the agency;
Conducts the annual fiscal year end closeout in accordance with generally accepted accounting principles;
Provides information to auditors reviewing the fiscal services unit and develops and implements corrective action plans resulting from audit exceptions;
Formulates and implements fiscal policies and procedures to meet departmental, State, federal and other
funding source laws and requirements;
Directs the work of Fiscal Account Technicians, Fiscal Account Clerks and related staff;
May oversee procurement, inventory and supply activities;
May oversee the operation of a commissary;
Performs other related duties.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of generally accepted accounting principles and of generally accepted governmental accounting principles, theory, procedures and methods;
Knowledge of the principles and practices of governmental budgeting;
Knowledge of generally accepted auditing standards and practices and of governmental auditing standards and practices;
Knowledge of the principles and practices of business administration;
Knowledge of fiscal control reporting policies and procedures;
Skill in interpreting and applying laws, rules, regulations and policies related to accounting, budgeting and other fiscal services;
Skill in modifying and implementing accounting methods and procedures to increase the reliability and efficiency of accounting operations;
Skill in applying various technical guidelines and methodologies in deciding among various alternatives for the resolution of budgetary issues;
Skill in using computerized fiscal applications and software to include spreadsheet software and data base applications;
Skill in preparing, analyzing and interpreting financial reports and statements;
Ability to manage work time, staff and resources effectively and efficiently to meet deadlines;
Ability to plan, coordinate, evaluate the work and oversee the work of subordinate fiscal clerical and related staff;
Ability to communicate effectively;
Ability to establish and maintain effective working relationships with agency management and program personnel, departmental fiscal staff and auditors.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
