NATURE OF WORK

A Vocational Rehabilitation Director II is one of three levels of work responsible for directing vocational rehabilitation programs in the Maryland State Department of Education’s Division of Rehabilitation Services.  Employees in this classification direct vocational rehabilitation programs at the subprogram level within Client Services or Disability Determination Services Programs.  Employees in this classification supervise lower-level Vocational Rehabilitation Directors, Vocational Rehabilitation Specialists and support staff.

Employees in this classification receive managerial supervision from a Vocational Rehabilitation Director III, an Assistant State Superintendent or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Vocational Rehabilitation Director II is differentiated from Vocational Rehabilitation Director I in that the Vocational Rehabilitation Director II directs vocational rehabilitation programs at the subprogram level within the Division of Rehabilitation Services while the Vocational Rehabilitation Director I is an Assistant Director in a region or an Assistant Director for a subprogram within the Client Services or Disability Determination Services Programs.  The Vocational Rehabilitation Director II is differentiated from Vocational Rehabilitation Director III in that the Vocational Rehabilitation Director III is responsible for a major organizational component within Client Services or Disability Determination Services Programs.

EXAMPLES OF WORK

Directs the vocational rehabilitation program activities of a subprogram such as Program Support Services, Administrative Support Services or Facilities Operations and Procurement, Services for the Blind, Technical Assistance, Regions-Client Services, Claims Adjudication or Administrative Support;

Establishes policies and procedures for rehabilitation subprogram(s), oversees implementation and approves revisions;

Establishes program goals, standards and controls to meet program objectives;

Oversees and manages program personnel and financial resources;

Develops short and long-range plans for program operations and resources;

Determines program organizational structure and staffing needs;

Oversees development and training of program staff;

Serves as the rehabilitation program liaison with managers and officials of other agencies concerning program activities;

Recommends changes to rehabilitation program areas and operational issues to higher-level administrators;

Performs other related duties.

GENERAL REQUIREMENTS

Education and experience requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104 and Section 21-304.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from   collective bargaining and all positions in those agencies are excluded from   collective bargaining.
