NATURE OF WORK

A Disability Claims Examiner Supervisor is the supervisory level of work in the Disability Determination Services office in the Maryland Department of Education’s Division of Rehabilitation Services. Employees in this classification supervise or assess the quality of all disability claims adjudication activities of a unit within the Disability Determination Services Program. Employees in this classification supervise Disability Claims Examiners and support staff.
Disability Claims Examiner Supervisor receive general supervision from a Program Manager or other designated administrator.

Positions in this classification are evaluated using the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Disability Claims Examiner Supervisor is differentiated from the Disability Claims Technical Examiner in that the Disability Claims Examiner Supervisor has full supervisory responsibility for a unit of lower-level Disability Claims Examiners and support staff while the Disability Claims Technical Examiner provides technical guidance in specialized medical or vocational aspects of the disability or program areas to other Disability Claims Examiners within a unit, State departments, community organizations, and the general public.

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of Disability Claims Examiners and support staff;

Trains Disability Claims Examiners;

Administers or assesses the quality of all disability claims adjudication activities of a unit within the Disability Determination Services Program;

Plans, develops and implements disability claims adjudication processes that are in compliance with federal and State laws, regulations, policies and procedures;

Applies the policies, procedures, laws, regulations and directives governing the provision of disability determination services;

Establishes a plan for the development and adjudication of individual claims for Social Security Disability Benefits and Supplemental Security Income;

Determines the rationale for justifying the award or denial of Social Security Disability and Supplemental Security Income Benefits;

Manages the provision of services required to establish eligibility for benefits between vocational rehabilitation specialists, medical personnel and consultants;

Investigates and responds to legislative and Social Security Administration inquiries;

Maintains various records and reports required by the Social Security Administration, Division of Rehabilitation Services, and the Disability Determination Services Program;

Uses electronic software to review and monitor the timely processing of disability claims;

Develops and maintains cooperative working relationships with community organizations, State and federal agencies, local education agencies, legislative officials, the medical community and community rehabilitation providers;

Participates in the development and implementation of program policies and budgets;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree.

Experience: Four years of professional work experience in the adjudication or processing of Social Security disability claims. Two years of this experience must have been as a Disability Claims Technical Examiner.

Note: Two years of experience as a Vocational Rehabilitation Technical Specialist may substitute for two years of the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
