A Maryland Correctional Enterprises (MCE) Plant Manager is the managerial level of work involving the security, training and supervision of adult inmates engaged in technical and production work at several industrial shops located at different sites within one or more correctional institutions engaged in producing the same product or line of products.
Employees in this classification manage the work of all industries personnel through subordinate MCE Supervisors. Employees in this classification receive managerial supervision from a MCE Regional Manager. Employees may be assigned to day, evening, night or rotating shifts and may be subject to call-in during emergencies and staffing shortages. Employees may be required to work a flexible work schedule. Work is performed in and around a correctional facility. Employees are continually exposed to adult inmates who may be abusive and hostile. The work may require lifting heavy objects such as chairs, tables, supplies and equipment.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The MCE Plant Manager is differentiated from the MCE Plant Supervisor II in that the MCE Plant Manager has managerial responsibility through the supervision of MCE Supervisors for a multi-shop operation at one or more correctional institutions while the MCE Plant Supervisor II has supervisory responsibility for three or more MCE Officers in a complex and diversified shop operation. The MCE Plant Manager is differentiated from the MCE Regional Manager in that the MCE Regional Manager is responsible for the overall operations of several different industrial shops located at one or more correctional institutions.
Manages a multi-shop operation at a correctional institution;
Briefs subordinate MCE Supervisors on changes in MCE, institutional or Division of Correction policies; activities and incidents; staffing and personnel changes;
Makes regular inspections of the shops to ensure that security and safety measures, policies and regulations are enforced;
Determines and controls quality and quantities of production and establishes economic production standards;
Prices and codes customer requests;
Formulates and recommends policies and standards governing the production operations;
Plans for and implements the production of new or modified products in response to frequently changing market trends and customer needs;
Estimates material costs and requirements;
Establishes and maintains a uniform production and inmate training and record system;
Inspects shop facilities to determine efficiency of operations and training for inmates in adherence to policies and regulations;
Guides and instructs MCE Supervisors in the production of trade items on various equipment;
Reviews and recommends disposition of requests for purchasing, renting or leasing equipment and supplies;
Plans and schedules production operations and coordinates the delivery of finished products to customers;
Reviews reports concerning inmate complaints and infractions;
Oversees a preventive maintenance program for a wide variety of complex tools, machinery and equipment;
Performs other related duties.
Experience: Six years of experience involving the training or supervision of lower-level industries personnel.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
