A Maryland Correctional Enterprises (MCE) Regional Manager is the managerial level of work involving the security, training and supervision of adult inmates engaged in technical and production work at several industrial shops located at one or more correctional institutions. Employees in this classification manage the work of MCE Plant Managers and MCE Plant Supervisors.
Employees in this classification receive managerial supervision from the General Manager. Employees may be subject to call-in during emergencies and staffing shortages. Work may be performed in and around a correctional facility. Employees may be exposed to inmates who may be abusive and hostile.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The MCE Regional Manager is differentiated from the MCE Plant Manager in that the MCE Regional Manager is responsible for the overall operations of several different industrial shops located at one or more correctional institutions while the MCE Plant Manager has managerial responsibility through the supervision of MCE Supervisors for a multi-shop operation at one or more correctional institutions. The MCE Regional Manager is differentiated from the General Manager in that the General Manager has total responsibility for planning, staffing, organizing and controlling the Division of Correction industrial program through MCE Regional Managers.
Manages a variety of industrial shops located in one or more correctional institutions;
Briefs subordinate MCE Plant Managers and MCE Plant Supervisors on changes in MCE, institutional or Division of Correction policies; activities and incidents; staffing and personnel changes;
Inspects shops to ensure that security and safety measures, policies and regulations are enforced;
Plans production schedules and assigns work to the shops;
Schedules delivery dates and coordinates shipping of goods;
Assists in developing new products;
Develops and revises procedures and production methods;
Collaborates with MCE representatives engaged in sales work;
Keeps abreast of current production trends, methods, procedures, materials and equipment for the improvement of production quality and quantities;
Negotiates with correctional institution personnel in order to determine suitable shops to be housed;
Resolves problems with customers and unions;
Determines estimates on individual jobs, products, projects and contracts;
Prepares reports on stock movement, goods receipts, raw materials withdrawn, work orders, time and payroll of personnel and inmates, and profit and loss statistics;
Performs other related duties.

Specific educational requirements and other selection standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01. Specific experience requirements are set by the agency based on the essential job functions assigned to the position.
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
