A Vocational Rehabilitation Director I is one of three levels of work responsible for directing and coordinating rehabilitation services in the Maryland State Department of Education’s Division of Rehabilitation Services. Employees in this classification function as an Assistant Director in a region or as an Assistant Director managing a subprogram within the Client Services or Disability Determination Services Programs. Employees in this classification supervise Vocational Rehabilitation Supervisors, Vocational Rehabilitation Specialists and support staff.
Employees in this classification receive managerial supervision from a Vocational Rehabilitation Director II or other designated administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Vocational Rehabilitation Director I is differentiated from Vocational Rehabilitation Specialist Supervisor in that the Vocational Rehabilitation Director I is an Assistant Director for a region or an Assistant Director for a subprogram in the Client Services or Disability Determination Services Programs while the Vocational Rehabilitation Specialist Supervisor has supervisory responsibility for lower-level Vocational Rehabilitation Specialists. The Vocational Rehabilitation Director I is differentiated from the Vocational Rehabilitation Director II in that the Vocational Rehabilitation Director II is a Director of vocational rehabilitation programs at the subprogram level.
Assists a Regional Director, the Chief of Client Services or the Chief of Claims Adjudication in managing and directing activities within Client Services and Disability Determinations Services Programs;
Assists in establishing policies and procedures for rehabilitation subprogram(s), oversees implementation and approves revisions;
Recommends the establishment of program goals, standards and controls to meet program objectives;
Oversees and manages program personnel and financial resources;
Makes recommendations to develop short and long-range plans for program operations and resources;
Makes recommendations to determine program organizational structure and staffing needs;
Oversees development and training of program staff;
Serves as the rehabilitation program liaison with managers and officials of other agencies concerning program activities;
Makes recommendations concerning rehabilitation program areas and operation issues to higher-level administrators;
Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
