A Staff Specialist IV Education Supervisor is work in the administration of education, library and rehabilitation programs for the Maryland State Department of Education. Employees in this classification serve as chief managerial assistants to a branch/office chief and as the designated lead technical program experts at the proficient level in a technical program area. Employees supervise professional and/or support staff.
Employees in this classification receive managerial supervision from a higher-level Educational Coordinator, Vocational Rehabilitation Director or designated administrator. The work may require travel throughout the State.
Position allocation within the Staff Specialist Education series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; planning; responsibility for administration; and the nature of supervision received.
Plans, organizes, assigns, reviews and approves the work of professional and/or support staff;
Supervises professional and/or support staff;
Serves as lead technical program specialist in an education, library or rehabilitation program area;
Provides direct, specialized technical assistance in educational program areas to Maryland’s public and nonpublic schools, public libraries or rehabilitation programs or facilities;
Administers a program area;
Develops and implements programs in the areas of school facilities, nutrition and transportation, research and evaluation, public information, communications and special projects, instruction, compensatory education, special education, career technology education, library development, instructional technology, certification and accreditation, or rehabilitation;
Interprets and explains federal and State rules, regulations and procedures governing the program(s) assigned;
Evaluates program effectiveness, determines program needs and recommends plans for advancing program objectives;
Serves as liaison between the MSDE and the public in carrying out the MSDE’s program objectives;
Represents the MSDE and participates in the activities of other public interest groups involved in the program area;
May assist in managing the educational program activities of a branch/office of the MSDE and provide direct, specialized and technical program assistance at the proficient level to Maryland’s public schools or libraries;
May establish educational or library program goals and objectives;
Performs other related duties.
Education: A Master’s degree or at least 36 hours of equivalent post-baccalaureate course work from an accredited college or university.
Experience: Five years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

1. Candidates may substitute two additional years of experience as described above for the required education.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit S, Supervisor. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, managerial and confidential employees are exempt from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
