A Collection Agent Supervisor is the supervisory level of professional work in the collection of delinquent accounts in the Central Collection Unit in the Department of Budget and Management. Employees in this classification supervise lower-level Collection Agents.
Employees in this classification receive general supervision from a Collection Manager.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
The Collection Agent Supervisor is differentiated from the Collection Agent Lead/Advanced in that the Collection Agent Supervisor has supervisory responsibility for lower-level Collection Agents while the Collection Agent Lead assigns, reviews and approves the work of and trains lower-level Collection Agents and the Collection Agent Advanced is responsible for exceptionally complex accounts in the Recoveries Section. The Collection Agent Supervisor is differentiated from the Collection Manager I in that the Collection Manager I has supervisory responsibility for Collection Agent Supervisors and lower-level Collection Agents and plans, directs and manages the work of the Delinquent Loans Section.
Plans, coordinates and evaluates the work of lower-level Collection Agents and clerical employees;
Trains lower-level Collection Agents;
Resolves cases of exceptional difficulty, complexity or interest;
Participates in the formulation of the Central Collection Unit’s policies and established methods and procedures within an assigned area of responsibility;
Interprets and disseminates to staff State laws, rules, regulations and procedures affecting collections and collections section personnel;
Maintains records of case loads and status of cases;
May determine the appropriate legal or administrative procedures to be used in specific complex recovery cases;
May review abatement recommendations;
May recommend abatements to the Collection Manager;
May review cases recommended to the Special Attorney for litigation and prepare cases for referral;
May testify in court on the calculation of indebtedness and attempts to collect;
May conduct investigations of a complex or sensitive nature;
Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions that are designated Special Appointment in accordance with the State Finance and Procurement Article, Section 3-301, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
