A Coordinator Special Programs Health Services II, Addiction is the full performance level of work coordinating programs in the Department of Health and Mental Hygiene in a local health department, residential facility or the headquarters administration. Employees in this classification are responsible for assigned program activities. Employees in this classification do not supervise.
Employees in this classification receive general supervision from a higher-level program administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.
The Coordinator Special Programs Health Services I and the Coordinator Special Programs Health Services II, Addictions are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees and the range of duties performed. The Coordinator Special Programs Health Services I performs a limited range of duties with some independence at times and under close supervision at other times depending on the complexity of the specific duty being performed while the Coordinator Special Programs Health Services II, Addictions performs the full range of duties and responsibilities under general supervision. The Coordinator Special Programs Health Services II, Addictions is differentiated from the Coordinator Special Programs Health Services III, Addictions in that the Coordinator Special Programs Health Services III, Addictions performs advanced duties at a MDH local health department or oversees the operational (non-clinical) aspects of a program(s).
Plans and conducts studies or surveys, and investigations related to specific program services;
Makes recommendations for the maximum utilization of existing services as well as for additional or expanded services;
Implements a minor program service or a phase of a complex major program;
Maintains liaison and cooperative relationships with a variety of public and private agencies;
Provides professional consultation and assistance to public and private agencies having programs for persons who are mentally ill, developmentally disabled, geriatric patients, alcohol or drug dependent or otherwise receiving health services;
Assists in developing and participating in training programs for personnel working with the program services;
Develops and recommends standards for inpatient and outpatient services;
Encourages and directs the development of inpatient and outpatient services;
Coordinates community health planning committees;
Develops procedures for improved services, coordination and expansion of existing services and development of new services;
Develops public education programs and makes speeches and appearances to explain available services;
Performs other related duties.
Knowledge of modern treatment and rehabilitation techniques in the field of health care or mental hygiene;
Knowledge of the types of treatment and rehabilitation programs available within the State of Maryland;
Knowledge of Statewide agencies, facilities and community organizations providing services to individuals;
Ability to work with policy-making executives in the field of social and health planning;
Ability to present long-range plans to various public and professional groups;
Ability to prepare informative and accurate reports on program accomplishments;
Ability to communicate effectively with co-workers, management personnel, program participants, health care staff and the general public.
Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.
Experience: Two years of professional experience in health services, one year must have been in the Addiction option.
Notes:
1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.
2. Experience in the Addiction option must be as follows: professional work related to treatment and services to persons with alcohol or other substance abuse addiction.
3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit E, Health Care Professionals classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
