An MSP Criminal Intelligence Analyst II is the full performance level of professional analytical intelligence work in the Criminal Intelligence Section of the Maryland State Police. Employees in this classification collect, analyze, assess and disseminate criminal intelligence information of a confidential nature in order to provide analytical support for all federal, State and local agencies involved in law enforcement, public health and welfare, public safety and homeland security in Maryland. Employees in this classification do not supervise.

Employees in this classification receive general supervision from an MSP Criminal Intelligence Analyst Supervisor. Employees may be subject to call-in and/or overtime based on staffing needs during emergency or crisis situations.

Positions in this classification are evaluated using the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MSP Criminal Intelligence Analyst Trainee, I and II levels are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The MSP Criminal Intelligence Analyst Trainee learns to perform duties under close supervision, the MSP Criminal Intelligence Analyst I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed, and the MSP Criminal Intelligence Analyst II performs the full range of duties under general supervision.

Collects, analyzes, assesses and disseminates criminal intelligence information of a confidential nature in order to provide analytical support for all federal, State and local agencies involved in law enforcement, public health and welfare, public safety and homeland security in Maryland;

Develops and promotes intelligence sources to maintain the exchange of pertinent information among law enforcement agencies;

Coordinates the exchange of interstate and intrastate information pertaining to criminal activity and syndicated criminal movement;

Exercises independent judgment to ensure that accurate and reliable information is disseminated;

Performs detailed research of criminal investigations and intelligence documents relating to organized crime, terrorism and professional criminals;

Evaluates and analyzes criminal intelligence information to predict the capabilities, intentions and vulnerabilities of organized criminal groups and make recommendations for investigative strategies;

Prepares oral briefings and written reports;

Develops recommendations, in the form of intelligence assessments, presented in detailed factual reports used by law enforcement agency management and field supervisors to evaluate law enforcement investigative priorities and case development;

Determines the structure and operation of organized criminal groups by thoroughly researching and analyzing intelligence information relating to patterns, trends and movement of criminal groups for use by management;

Supports and assists investigators directly in the compilation and analysis of confidential information regarding complex organized criminal investigations, which resonate from multi-jurisdictions;

Recommends specific investigative directions based upon intelligence information;

Develops biographical criminal profiles and summary reports of criminal targets;

Participates in intra and inter departmental meetings to exchange and develop intelligence information;

Evaluates and analyzes criminal intelligence information to determine the credibility, reliability and pertinence of the information prior to its storage or subsequent usage;

Assembles and analyzes data from in-house intelligence databases for statistical reports;

Edits raw data for accuracy, completeness and consistency and detects and traces data discrepancies;

Computes percentages, means, medians, standard deviations, etc. in the tabulation and summarization of data; Prepares tables, charts and graphs;

Prepares reports for distribution within the Maryland State Police and other allied agencies;

Prepares correspondence and designs data entry forms for use by the Maryland State Police and other allied agencies;

May assist in the design or modification of computer databases used in the analysis of criminal intelligence information;

May inventory documents from search warrants;

Performs other related duties.

Knowledge of basic grammar, spelling and English composition;

Knowledge of criminal intelligence relevant to assigned jurisdiction and area of expertise;

Knowledge of interview techniques and procedures;

Knowledge of the functioning of surveillance equipment;

Ability to use tact and diplomacy when dealing with others;

Ability to assess various situations from direct observation and/or information relayed by others of known reliability;

Ability to determine proper priorities and courses of action including the need for specialized assistance and additional or reduced manpower;

Ability to work independently;

Ability to gain the cooperation of, or work cooperatively with, personnel from allied agencies, support services, etc.;

Ability to justify investigative findings and conclusions in writing;

Ability to keep accurate and complete notes;

Ability and willingness to understand and follow directives, instructions and standard operating procedures.

Experience: Seven years of experience, three years of experience collecting, analyzing, assessing and disseminating criminal intelligence information and four years of additional experience as a Criminal Intelligence Analyst, in related law enforcement background investigative experience or prior military intelligence experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience collecting, analyzing, assessing and disseminating criminal intelligence information for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Intelligence Specialist classifications or Intelligence or Intelligence Analyst specialty codes in the Intelligence field of work on a year-for-year basis for the required experience.

1. Applicants for this position will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the applicant.
