NATURE OF WORK

A Treasury Insurance Associate II is the intermediate level of administrative work in the Insurance Division of the Maryland State Treasurer. Employees in this classification prepare initial claim reports and set up claim files in the Insurance Division. Employees in this classification do not supervise other positions.

Employees in this classification receive moderate supervision from a Treasury Insurance Professional Supervisor or other designated Treasury Professional.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Treasury Insurance Associate I, Treasury Insurance Associate II, and Treasury Insurance Associate III are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Treasury Insurance Associate I performs duties under close supervision. The Treasury Insurance Associate II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Treasury Insurance Associate III performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Performs insurance reception duties such as retrieving, opening and date stamping mail; answering division phone and returning phone calls; and greeting and directing visitors;

Prepares initial claim reports and creates claim files;

Prepares and processes first party, single vehicle accident claims;

Reviews newly reported claims for relevant information;

Sends correspondence to claimant requesting the additional information necessary to meet the Notice of Claim requirements;

Enters information into the claims management system (CMS) or other databases;

Prepares and processes third party claims for claimants that are not represented by Counsel and where no bodily injury is involved;

Prepares and transmits letters regarding the status of cases that are presently in litigation to the Assistant Attorney’s General Office;

Processes certified mail, and oversees the certified mail account for the Insurance Division;

Assists with the distribution of agency insurance surveys and collection of data;

Documents and maintains records for claim payments and reimbursement requests;

Maintains onsite file storage and assists with archive files as required;

Responds to requests for claim forms and other general inquiries;

Assists with the preparation of insurance reports;

May perform other related duties for all units within the Insurance Division.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the Maryland Tort Claims Act;

Knowledge of claims handling and procedures;

Skill in the use of personal computers and related software, such as Microsoft Office products;

Ability to read and understand insurance and legal terminology;

Ability to prepare and maintain accurate records and files;

Ability to create and manage a diary tickler system;

Ability to handle difficult problems under frequently changing situations;

Ability to establish and maintain effective working relationships with staff in the Insurance Division, external State agencies, and the general public;

Ability to organize and complete work assignments;

Ability to communicate effectively.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in providing customer service.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
