A Treasury Insurance Professional Manager III is one of three managerial levels of professional insurance work in the Insurance Division of the Maryland State Treasurer. Employees in this classification manage commercial and/or self-insurance programs unique to the State Treasurer’s Office mission and operations. Employees in this classification are responsible for one or more agency-specific programs, the supervision of subordinate staff, and the fiscal resources of the assigned program(s). Employees in this classification ensure the administration and compliance of agency policy set under its jurisdiction for other statewide agencies as well as provide guidance and instruction to statewide parties of interest. Employees in this classification manage professional insurance work in the areas of loss restoration (Claims), loss protection (Underwriting), loss control (Risk Management/Loss Prevention), and/or loss resolution (Litigation). Employees in this classification have managerial responsibility for the work of other employees.
Employees in this classification receive managerial supervision from a higher level manager or an Executive.
Position allocation within the Treasury Insurance Professional Manager I-III classification series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.
Plans, coordinates, supervises and evaluates the work of lower-level Treasury Insurance Professionals and Treasury Insurance Associates;
Participates in the recruitment process for related insurance positions;
Analyzes job duties and assignments to maintain position descriptions for effective and efficient utilization of staff resources;
Develops systems to recover insurance premiums for self-insurance coverage for State agencies;
Manages statewide insurance needs to determine the necessity for commercial insurance (umbrella) coverage;
Analyzes commercial coverage offerings, prices, limits and deductibles to recommend policies that best protect the State of Maryland’s assets;
Manages the annual insurance survey program to gather data on State exposures;
Creates official databases to capture all insurable property and assets owned by the State and utilizes database to develop self-insurance premiums;
Ensures the State Insurance Trust Fund remains solvent and fully funded based on yearly variables and actuarial assumptions;
Assists the Treasurer and Chief Deputy Treasurer in administering the activities of the Insurance Division in the absence of the Deputy Director and/or the Director;
Evaluates insurance software programs and recommends improvements in order to improve efficiencies and meet statutory requirements;
Attends meetings as a representative of the Treasurer and Chief Deputy Treasurer;
Establishes and/or evaluates program goals, standards, and controls to meet program objectives;
Prepares information for mandated reports for the legislature;
Reviews and conducts educational and informational programs and training throughout the State;
Participates in large and serious loss investigations and recommends action plans to mitigate cost, exposure, or risk of future occurrences;
Maintains an accurate diary in order to document and monitor claims and issues;
Assists with writing scope and evaluating bids on Requests For Proposals (RFPs) for brokers and carriers for excess catastrophic insurance coverage policies;
Manages contracts for commercial insurance policies;
Interprets policies and resolves coverage issues;
Assists with the development of fiscal estimates and notes;
Provides expertise in drafting or reviewing proposed legislation;
Testifies before State legislature when warranted;
Keeps abreast of a variety of field concepts, practices and procedures while relying on expertise, experience and judgment to plan and accomplish goals;
Creates and maintains policies and procedures for the Insurance Division;
Collaborates with Assistant Attorneys General to develop, support and monitor tort litigation issues throughout the State;
Attends pre-trial settlement conferences, depositions, and jury trials on complex sensitive or high value claims;
Provides information consultation and testimony regarding insurance matters related to the Office of the Attorney General;
Participates in Insurance Review Committee meetings with the Treasurer and Chief Deputy Treasurer regarding large losses and highly sensitive claims matters;
Responds to State agency emergency reports of loss events during off hours;
May handle complex bodily injury, sensitive, death, Sheriff, and/or University claims as well as claims with media exposure;
May serve as the Deputy Director for the Insurance Division;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
