A Treasury Professional, Lead/Advanced is the lead or advanced level of professional work in the Treasury Program of the Maryland State Treasurer. Employees in this classification perform professional work in the areas of debt management and issuance, accounting and financial administration, investment of State funds, Statewide banking services, and operations. Employees in this classification with lead worker responsibilities assign, review and approve the work of and train lower-level Treasury Professionals. Employees in this classification with advanced level responsibilities perform specialized professional treasury work in banking, investments, debt management, accounting, and operations.
Employees in this classification receive general supervision from a Treasury Professional Supervisor or other designated administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
The Treasury Professional, Lead/Advanced is differentiated from the Treasury Professional II in that the Treasury Professional, Lead/Advanced assigns, reviews and approves the work of and trains lower-level Treasury Professionals or performs the advanced level of specialized professional work in banking, investments, debt management, accounting, and/or operations while the Treasury Professional II performs the full range of duties and responsibilities under general supervision. The Treasury Professional Lead/Advanced is differentiated from the Treasury Professional Expert in that the Treasury Professional Expert serves as a subject matter expert for a Treasury Program and performs highly technical work in baking, investments, debt management, accounting and/or operations.
When functioning at the Lead level:
Assigns, reviews and approves the work of lower-level Treasury Professionals;
Trains lower-level Treasury Professionals;
Interprets and applies established policies and procedures in order to resolve routine operational problems;
Provides direction and guidance to other agencies on the implementation of new or revised procedures and practices regarding policies set by the Treasurer’s Office as a control agency;
Recommends revisions to operational practices to allow improved control of cash and cash requirements, policy requirements, agency standards, and procedures;
Monitors and expedites workflow in ancillary units or divisions;
Corresponds with bank representatives to resolve reconciliation discrepancies and processing issues and assist agencies with issues involving their reconciliation of agency books and funds;
Communicates new or revised federal and/or State rules and regulations pertaining to fund transfers and federal grant payment programs to other agency fiscal personnel;
Researches and may issue replacement payment to vendors for undeliverable or unpresented funds;
Serves as Administrator for the Treasury Bank Account Information System;
Reconciles daily positive pay file from disbursement bank for Statewide payments, clears discrepancies, and recommends resolution to management for approval;
Performs account analysis between contracted financial vendor and monthly billing statements to verify compliance with pricing structures in procured contract, and resolves discrepancies;
Researches, submits and tracks forgery affidavits for the State’s disbursement accounts;
Analyzes State funds on deposit with financial institutions to ensure they are collateralized as required by statute;
Reviews all State lockbox balances daily to ensure excess funds have been swept to the State’s main depository account;
Monitors and posts collateral pledged by all insurance agencies doing business in the State of Maryland, audits pledged insurance collateral to ensure appropriate securities utilized as allowed by Statute;
Derives daily cash position for all funds available in the State’s main depository bank;
Assists with Internal Revenue Service (IRS) compliance requirements and other required regulatory and legal procedures;
Assists with activities associated with the State’s Capital Lease-Purchase Program and Energy-Lease Program;
Assists with collection and posting of State Insurance Trust Fund (SITF) and Injured Workers Insurance Fund (IWIF) premiums, and lease payments by other State agencies;
Enters data into treasury system and processes debt service payment Fedwires;
Enters data for the Cash Management Improvement Act (CMIA) program into federal systems;
Reconciles agency payroll and prepares payroll input paperwork, identifies and works with Human Resources to resolve payroll discrepancies;
Prepares and processes agency transactions in the State’s Human Resources Information System (HRIS);
Prepares material for mandated or special reports;
Processes draw down of federal funds from the federal government on behalf of other State agencies receiving grants and program payments;
Processes other State agency requests for foreign and domestic wire transfers which have been warranted by the Comptroller’s Office;
Prepares or verifies daily totals of investment redemptions and purchases between contracted bank and the Comptroller’s General Accounting Division (GAD) to ensure accurate posting to the State’s general ledger;
Works with the Comptroller’s Central Payroll Unit (CPU) to process direct deposit failure and recoveries, may be assigned authority to stamp checks with Treasurer’s signature, communicates adjustments to proper Treasury staff since checks are not on the Comptroller’s warrant file;
Invests non-committed State cash based on analysis of cash flow and available short-term investments appropriate for future cash flow needs;
Executes monthly interest allocation calculation for management review and approval;
Executes investment plan designed to pay Maryland State lottery winners electing annuity payments over a 19-year period;
Performs other related duties.
When functioning at the Advanced level:
Serves as an intermediate subject matter liaison in a specialized area of Treasury operations;
Assists with review and compilation of the main cash reconciliation of State funds;
Executes strategies for short-term trades to invest non-committed State cash based on analysis of cash flow and available short-term investments appropriate for future cash flow needs;
Assists with technical and specialized activities in preparation for State General Obligation bond sales;
Coordinates activities associated with the State’s Capital Lease-Purchase Program and Energy-Lease Program;
Assists in resolution for higher level Treasury issues with other agency staff;
Interprets and applies established policies and procedures in order to resolve routine operational problems;
Provides direction and guidance to other agencies on the implementation of new or revised procedures and practices regarding policies set by the Treasurer’s Office as a control agency;

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in business administration, office management, finance, accounting, economics, or related field.
Notes:
1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
