NATURE OF WORK

A Treasury Professional, Expert is the expert level of professional work in the Treasury Program of the Maryland State Treasurer.   Employees in this classification perform professional work in the areas of debt management and issuance, accounting and financial administration, investment of State funds, Statewide banking services, and operations. Employees in this classification function as divisional subject matter experts in technical treasury management operations.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a Treasury Professional Manager or other designated administrator. The work may require travel throughout the State.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Treasury Professional, Expert is differentiated from the Treasury Professional, Lead/Advanced in that the Treasury Professional, Expert serves as a subject matter expert for a Treasury Program and performs highly technical work in banking, investments, debt management, accounting and/or operations while the Treasury Professional, Lead/Advanced assigns, reviews and approves the work of and trains lower-level Treasury Professionals or performs specialized professional work in banking, investments, debt management, accounting and operations.  The Treasury Professional, Expert is differentiated from the Treasury Professional Supervisor in that the Treasury Professional Supervisor has supervisory responsibility for lower-level Treasury Professionals.

EXAMPLES OF WORK

Serves as a subject matter expert for a Treasury Program;

Assists in the direction of the daily operations of a division or unit; Assists with setting goals for a division or unit;

Formulates and recommends enhancements to policies and procedures to resolve complex, non-recurrent operational problems;

Serves as a primary liaison regarding implementation of new or revised procedures and practices to other State agencies regarding policies set by the Treasurer’s Office;

Provides insight and recommendations on workflow issues in ancillary divisions or other State agencies that affect Treasury operations;

Corresponds with bank representatives to resolve escalated issues involving a global view of operations and comprehensive understanding of procedures;

Monitors for new or revised federal/State rules and regulations that affect Treasury operations;

Maintains cross training and performs back-up functions of various critical Treasury functions;

Serves as a System Administrator for Treasury unique systems;

Attends meetings with division management to negotiate resolutions or contract amendments for issues with contracted financial vendors;

Develops strategies to prevent fraud and enhance security involving State funds;

Oversees compilation, review and approval of the main cash reconciliation of State funds;

Assists with creating formula for interest allocation for interest earned on state investment funds and allocated to various agencies, as per statute;

Analyzes economic market trends in order to make recommendations on atypical investment strategies in order to capitalize on current market climate;

Coordinates technical and specialized activities in the preparation for State General Obligation Bond sales;

Assists with creating formula for interest allocation for interest earned on state investment funds and allocations to various agencies, as per statute;

Assists with determining strategy for investment plan designed to pay Maryland State lottery winners electing annuity payments over a 19-year period;

Audits Internal Revenue Service (IRS) compliance requirements and other required regulatory and legal procedures and initiates corrective action if needed;

Coordinates specialized projects and/or oversees initiatives such as the State’s lease program, Cash Management Improvement Act (CMIA), Statewide merchant services, contract for armored car courier services;

Oversees complex agency payroll issues and works with Department of Budget and Management (DBM) payroll, Central Payroll Bureau (CPB) or DBM State Personnel Services (SPS) to enhance procedures and best practices;

Coordinates and prepares detailed material for mandated and special reports;

Manages agency HR program(s) such as benefits, retirement, recruitment, and/or HR compliance and reporting;

Provides subject matter guidance to users, customers, colleagues, management and agencies;

Develops training programs to address needs internally and at other State agencies for policies and procedures under Treasury Control agency authority;

Conducts unit or division audits to ensure best practices are utilized;

Resolves highly complex or sensitive Treasury operations issues;

Represents the Treasurer’s Office on specialized panels or groups studying contracts, new technologies, or Statewide best practices;

Provides recommendations for business needs and requirements when developing new systems or software; coordinates user testing and training;

May assist with calculation and coordinates collection and posting of State Insurance Trust Fund (SITF) and Injured Workers Insurance Fund (IWIF) premiums, and lease payments by other State agencies;

May hold business process approval authority;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge the money market and the principles and practices of investments in government securities;

Knowledge of State accounting and budgeting policies and procedures;

Knowledge of State business, economic and financial trends;

Knowledge of principles and practices of public financing, including budgetary operations and State rules and regulations concerning fiscal operations;

Knowledge of principles and practices of public and private business administration;

Knowledge of function of government and organization of government agencies;

Knowledge of reference and research methods and techniques used in the collection, compilation and organization of data and information;

Knowledge of methods and techniques used in organization and coordination of studies and analysis of procedures;

Knowledge of basic analytical principles and techniques;

Knowledge of basic statistical procedures and techniques;

Knowledge of organizational structure and administrative controls;

Skill in interpreting and applying SPMS laws, regulations and guidelines;

Ability to train, plan, organize and direct the work of others;

Ability to comprehend, interpret and evaluate financial and economic statements, reports and analyses;

Ability to interpret, revise and evaluate and implement programs, policies, and procedures;

Ability to evaluate and install cash management policies and procedures;

Ability to prepare detailed reports using modern technology;

Ability to develop and maintain effective working relationships with public officials, the general public, and co-workers;

Ability to initiate action and exercise sound judgement;

Ability to use tact and discretion in dealing with others.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Seven years of experience in business administration, office management, finance, accounting, economics, or related field.

Notes: 

1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
