NATURE OF WORK

A Treasury Professional Supervisor is the supervisory level of professional work in the Treasury Program of the Maryland State Treasurer. Positions in this classification perform professional work in the areas of debt management and issuance, accounting and financial administration, investment of State funds, Statewide banking services, and operations. Employees in this classification supervise lower-level Treasury Professionals, Treasury Associates, and other support staff.

Employees in this classification receive general supervision from a Treasury Professional Manager or other designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Treasury Professional Supervisor is differentiated from the Treasury Professional, Lead/Advanced in that the Treasury Professional Supervisor has supervisory responsibility for lower-level Treasury Professionals while the Treasury Professional, Lead/Advanced assigns, reviews and approves the work of and trains lower-level Treasury Professionals or performs the advanced level of professional work in banking, investments, debt management, accounting and operations.  The Treasury Professional Supervisor is differentiated from the Treasury Professional Managers I-III in that the Treasury Professional Managers I-III are responsible for one or more agency-specific programs, the supervision of subordinate staff, and the fiscal resources of the assigned program(s).

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of lower-level Treasury Professionals and Treasury Associates;

Assists with setting goals for a division or unit;

Formulates and recommends enhancements to policies and procedures in order to resolve complex, non-recurrent operational problems;

Implements changes and directs treasury staff as appropriate;

Oversees and resolves issues with implementation of new or revised procedures and practices to other State agencies regarding policies set by the Treasurer’s Office;

Monitors and expedites work flow in ancillary divisions or other State agencies that affect Treasury operations;

Corresponds with bank representatives to resolve escalated processing or operation issues;

Audits and may approve processing of draw down of federal funds from federal government on behalf of other State agencies receiving grants and program payments;

Audits and may approve processing of other State agency requests for foreign and domestic wire transfers which have been warranted by the Comptroller’s Office;

Serves as system administrator for contracted banks doing business with the State;

Resolves escalated issues with daily positive pay file from disbursement bank for Statewide payments;

Verifies daily totals of investment redemptions and purchases between contracted bank and the Comptroller’s General Accounting Division (GAD) to ensure accurate posting to the State’s general ledger;

Resolves escalated account analysis issues between contracted financial vendor and monthly billing statements to ensure compliance with procured contract to promote frugal management of State expenditures;

Reviews and recommends allowances for collateral pledges from financial and insurance institutions;

Verifies daily cash position for all funds available in the State’s main depository bank;

Performs first approval of trades investing non-committed State cash based on analysis of cash flow and available short-term investments appropriate for future cash flow needs follow the Treasurer’s policy;

Ensures and audits compliance with IRS requirements and other required regulatory and legal procedures;

Ensures accurate posting of State Insurance Trust Fund (SITF) and Injured Workforce Insurance Fund (IWIF) annual premiums, and lease payments by other State agencies;

Oversees complex agency payroll issues and ensures timely resolution of all discrepancies;

Performs HR Partner role in the State’s Human Resource Information System (HRIS);

Ensures procurement items for BPW are drafted and recommends approval, prior to submission to BPW for contract award;

Reviews and recommends final RFP drafts to upper management;

Oversees activities associated with the State’s Capital Lease Purchase Program and Energy Lease Program;

Provides input and recommendations for technical areas of scope of services and contract management;

Assesses training needs internally for policies and procedures under Treasury Control Agency Authority, assists with documentation of division or unit Standard Operating Procedures (SOPs);

Conducts unit or division audits to ensure best practices are utilized;

May serve as an agency representative for specialized Treasury committee or workgroup;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge the money market and the principles and practices of investments in government securities;

Knowledge of State accounting and budgeting policies and procedures;

Knowledge of State business, economic and financial trends;

Knowledge of principles and practices of public financing, including budgetary operations and State rules and regulations concerning fiscal operations;

Knowledge of principles and practices of public and private business administration;

Knowledge of function of government and organization of government agencies;

Knowledge of reference and research methods and techniques used in the collection, compilation and organization of data and information;

Knowledge of methods and techniques used in organization and coordination of studies and analysis of procedures;

Knowledge of basic analytical principles and techniques;

Knowledge of basic statistical procedures and techniques;

Knowledge of organizational structure and administrative controls;

Skill in interpreting and applying SPMS laws, regulations and guidelines;

Ability to train, plan, organize and direct the work of others;

Ability to comprehend, interpret and evaluate financial and economic statements, reports and analyses;

Ability to interpret, revise and evaluate and implement programs, policies, and procedures;

Ability to evaluate and install cash management policies and procedures;

Ability to prepare detailed reports using modern technology;

Ability to develop and maintain effective working relationships with public officials, the general public, and co-workers;

Ability to initiate action and exercise sound judgement;

Ability to use tact and discretion in dealing with others.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Seven years of experience in business administration, office management, finance, accounting, economics, or related field.

Notes:

1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
