NATURE OF WORK

A State Retirement Agency (SRA) Network Systems Administrator V is the principal level of work responsible for installing, configuring, and maintaining enterprise hardware and software systems, in close support of business programs and administration and also day-to-day operation of Agency networks (e.g. LAN, WAN, wireless and VoIP). Employees in this classification provide timely solutions to end-user computer and networking problems of a complex nature to ensure end-user productivity. They have extensive interactions with Systems Development, Cybersecurity, Auditing, vendors, and all levels of staff. Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from an SRA Network Systems Administrator Manager.

Positions in this classification are evaluated using the classification job evaluation methodology, which involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of this classification specification.

The SRA Network Systems Administrator V is differentiated from the SRA Network Systems Administrator IV in that the SRA Network Systems Administrator V performs the principal level of work by leading the most complex networking projects, performing the highest level of network configurations, and/or performing advanced SQL setup and administration. The SRA Network Systems Administrator IV is differentiated from the SRA Network Systems Administrator Manager in that the SRA Network Systems Administrator Manager supervises lower-level positions classified as SRA Network Systems Administrator.

EXAMPLES OF WORK

Leads the most complex projects and suggests hardware and software solutions and do the highest level of configurations to bring together solutions consisting of hardware, enterprise applications, network devices, firewalls, cloud solutions and telecommunications systems to meet business requirements;

Performs the highest level of local area network configurations including programming of core switches and vlans;

Performs the highest level of wide area network configurations including router programming;

Performs the highest level of telecommunications setups to include designing complete phone systems consisting of VoIP phone systems, call centers, IVRs, call recorders, and sip trunking lines;

Researches and deploys complex storage area network solutions consisting of on premise and cloud solutions;

Performs advanced SQL setup and administration;

Serves as the principal technical expert on virtual server technology such as VMWare or similar technologies to perform the highest level virtual machine configurations such as vSAN, distributed switches, high availability, and cluster installation, administration and troubleshooting;

Serves as the principal technical expert on container technology setup, installation, administration and troubleshooting using Docker, Kubernetes or similar technology;

Serves as the principal technical expert on cloud administration to include setup, installation, management, administration and troubleshooting;

Researches, designs, plans, configures, manages and documents medium and complex local and wide area networks and configure devices such as hubs, switches, routers, wireless access points, firewalls and load balancers;

Researches, configures, manages and documents medium and complex server hardware and enterprise server applications that may use virtualization;

Researches, configures, manages and documents storage area networks, cloud systems, backup systems, audio/visual systems, telecommunications systems (phones, trunk lines, switches, call centers, IVRs, mailboxes), and advanced desktop setups, configurations and troubleshooting;

Administers user accounts and appropriate permissions throughout the enterprise;

Researches and integrates new systems as needed for the business;

Researches, configures, manages and documents disaster recovery procedures. Manages and tests disaster recovery site;

Performs asset tracking and manage systems’ inventory;

Utilizes project management skills to implement technology solutions in a timely manner while working with other IT departments and end users;

Participates in the development and updating of IT policies, security controls, operating procedures and associated training plans for network resource administration, appropriate-use, security controls and disaster recovery;

May function as a lead worker to lower-level SRA Network Systems Administrators;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Knowledge and skill to research, design, plan, configure, manage and document medium and complex local and wide area networks and configure devices such as hubs, switches, routers, wireless access points, firewalls and load balancers;

Knowledge and skill to research, configure, manage and document medium and complex server hardware and enterprise server applications that may use virtualization;

Knowledge and skill to research, configure, manage and document storage area networks, cloud systems, backup systems, audio/visual systems, telecommunications systems (phones, trunk lines, switches, call centers, IVRs, mailboxes), and advanced desktop setups, configurations and troubleshooting;

Knowledge and skill to administer user accounts and appropriate permissions throughout the enterprise;

Knowledge and skill to research and integrate new systems as needed for the business;

Knowledge and skill to research, configure, manage and document disaster recovery procedures, manage and test disaster recovery site;

Knowledge and skill to do asset tracking and manage systems’ inventory;

Knowledge to utilize project management skills to implement technology solutions in a timely manner while working with other IT departments and end users;

Knowledge and skill to participate in development of IT policies, security controls, operating procedures and associated training plans for network resource administration, appropriate-use, security controls and disaster recovery;

Knowledge of local and wide area computer network protocols and network security methodologies;

Skill in selecting technology products and providers;

Skill in providing guidance and training to lower-level junior technicians, evaluating their work and performing quality reviews;

Skill in advancing skill sets and career opportunities;

Ability to communicate and establish and maintain effective working relationships with IT staff, network users, and vendor representatives;

Ability to analyze organizational needs, architect business solutions, and monitor/administer systems/software to optimize performance;

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Six years of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology and advanced desktop management and troubleshooting, or six years of experience designing and managing medium and complex local and wide area networks and configuring devices such as hubs, switches, routers, wireless access points, firewalls and load balancers.

Notes:

1. Candidates may substitute the possession of a bachelor’s degree in an IT related field from an accredited college or university for two years of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology and advanced desktop management and troubleshooting or two years of experience designing and managing medium and complex local and wide area networks and configuring devices such as hubs, switches, routers, wireless access points, firewalls and load balancers.

2. Candidates may substitute the possession an associate’s degree in an IT related field from an accredited college or university for one year of experience administering multi-tiered client-server software systems with multi-layers of application security in an organization with extensive level of program integration and reliance on technology and advanced desktop management and troubleshooting or one year of experience designing and managing medium and complex local and wide area networks and configuring devices such as hubs, switches, routers, wireless access points, firewalls and load balancers.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of a certification program in Network Administration such as CCNP (Cisco Certified Network Professional), MCSE (Microsoft Certified Solutions Engineer) or equivalent certification program for two years of required experience.

4. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of a certification program in Network Administration such as CCNA (Cisco Certified Network Associate), MCSA (Microsoft Certified Solutions Associate) or equivalent certification program for one year of required experience.

5. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and a Network+ or A+ or similar certification may substitute for one year of experience.

6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in Information Technology field of work on a year-to-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties shall be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and be required to work evenings, weekends, and holidays when systems are down or to work on systems that need to be repaired or replaced during non-business hours and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.

Employees may occasionally be required to travel to the main office during off hours, or field locations, and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

The work may require moving computers, printers and other IT related equipment weighing up to 80 pounds.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
