NATURE OF WORK

A State Retirement Agency (SRA) Director, Infrastructure and Production Operations II is the managerial level of work directing and managing the Infrastructure and Production Operations teams within SRA. Employees in this classification oversee diverse teams performing Network Systems Administration, IT Support, and Production Operations. Employees regularly collaborate with executive and subordinate staff performing systems development, cybersecurity, internal audit, and business operations functions to ensure the SRA infrastructure platform is adequately supporting the mission of the agency. Employees in this classification directly supervise subordinate supervisory level staff and indirectly supervise technical, professional and administrative staff.

Employees receive managerial supervision from the Deputy Chief Technology Officer or other designated administrator.

The SRA Director, Infrastructure and Productions Operations I & II is limited to senior level technical employees in SRA who direct and manage Infrastructure and Production Operations teams spanning the areas of Network Systems Administration, IT Support, and Production Operations to ensure that the SRA Infrastructure Platform is adequately supporting the mission of the agency. Position allocation within the SRA Director Systems Development series is determined on the basis of relative job evaluations among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Plans, directs, and administers all aspects of assigned SRA IT programs in the areas of Network Systems Administration, IT Support, and Production Operations;

Conducts research, review and analysis of enterprise network administration and management tools, platforms and techniques;

Maintains team readiness by ensuring sufficient staffing levels, leveraging resources, and identifying knowledge and skill gaps to be addressed;

Establishes overall policies and procedures for assigned program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;

Participates in disaster recovery planning and business continuity efforts to ensure infrastructure and productions solutions meet the needs of the agency;

Oversee and support integration opportunities such as, but not limited to, system enhancements, maintenance, architecture improvements, and automation;

Ensure solutions delivered are appropriately documented, maintainable, performant, secure, scalable, and auditable;

Perform and present research results, document and communicate logical thought processes that lead to conclusions and recommendations;

Negotiates complex business and technical issues between SRA and outside vendors;

Manages the personnel resources of the program(s);

Prescribes and oversees development and training of program staff;

Oversees and manages program budget;

Performs other related duties.

As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
