A State Retirement Agency (SRA) Deputy Chief Technology Officer is a senior position managerial level within the Division of Information Systems. The dual mission of the Agency is “To administer the survivor, disability, and retirement benefits of the System’s participants, and to ensure that sufficient assets are available to fund the benefits when due.” Positions in this classification are responsible for directing information technology programs that have a broad scope and major impact on agency missions and operations. Positions in this classification function as a director and directly supervise technical information technology staff or manage such staff through subordinate supervisors or managers.
Employees receive managerial supervision from the Chief Technology Officer, an Executive Service employee or other designated official.
Position placement in this classification is determined by the Classification Job Evaluation Methodology. Plans, directs and administers all aspects of the State Retirement Agency information technology program(s) that has a broad scope and major impact on agency missions and operations;
Develops and presents overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and recommends major revisions;
Assists in establishing overall program goals, Service Level Agreements (SLAs), standards, and controls to meet program objectives and oversees their achievement;
Develops, implements, and manages short and long-range plans and strategies for program operations and resources;
Oversees the evaluation of new technologies which may either enhance existing services or which represent new services;
Ensures compliance with privacy and security requirements and supports efforts to continuously strengthen security protections;
Oversees and manages program financial resources including supporting program budget development and service costing;
Plans, coordinates, supervises and evaluates the work of subordinate senior managers;
Oversees and manages the personnel resources of the program(s);
Assists with determining organizational structure and staffing needs of the program(s);
Prescribes and oversees development and training of program staff;
In the absence of the Chief Technology Officer, may represents the agency before State officials, legislative committees and senior managers and Board of Trustees concerning program activities;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
