NATURE OF WORK

A State Retirement Agency (SRA) Project Manager III is responsible for large projects or multiple smaller projects for the for the State Retirement and Pension System (SRPS). SRPS administers the survivor, disability and retirement benefits covering State and local government employees, teachers, State police, correctional and law enforcement officers, judges, and legislators. Employees in this classification provide timely and creative solutions to end-user computer and networking problems of a complex nature to ensure end-user productivity. SRA's administration and investment programs are inherently time critical. There are extensive dependencies on personally identifiable information (PII), as well as other sensitive and non-public information. Employees in this classification have extensive interactions with software/database developers, stakeholders at partner organizations, and all levels of program (line-of-business) staff. Employees in this classification do not supervise other positions.

Employees in this classification receive managerial supervision from an SRA Director or other designated administrator.

Position allocation within the SRA Project Manager series is determined on the basis of relative job evaluations among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

When functioning at the lead level:

Assigns, reviews, and approves the work of and trains lower-level SRA Project Managers;

When functioning at the advanced level:

Performs advanced project management by virtue of the visibility, complexity, timeliness and criticality of the project;

When functioning at both levels:

Manages oversight of one or more phases of agency information technology (IT) projects which have a significant impact on State government operations;

Coordinates, as a project team leader, flow process and procedures by tracking individual responsibilities, recommending appropriate resources needed, and maintaining schedules to ensure timely completion of project;

Ensures the maximum and equitable use of available information technology resources;

Utilizes project scope and objectives as boundaries and guides;

Defines project scope and objectives;

Maintains work plans, schedules, project estimates, resource plans, and status reports;

Conducts project meetings;

Monitors vendor tasks and tracks/reviews vendor deliverables;

Recommends and monitors actions to address problems;

Recognizes the role and function of each team member;

Coordinates the activities of the team;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of line-of-business programs, their respective missions, and the role of information technology;

Knowledge of project management principles;

Knowledge of software development lifecycle (SDLC) and change management;

Knowledge of relational databases and software development kits (SDK), and programming languages;

Knowledge of client server architecture;

Knowledge of business/function for which applications are designed;

Knowledge, at a highly specialized level, of a specific technology;

Skill in leading complex projects;

Skill in preparing detailed specifications for new systems;

Skill in delivering iterative results during agile projects;

Skill in providing guidance to SRA Programmers, Database, Developers, Network and System Administrators, and evaluating their work products;

Skill in delivering solutions and achieving outcomes via Information Technology;

Ability to analyze organizational needs, architect business solutions, and monitor/administer systems/software to optimize performance;

Ability to use acquired institutional knowledge to achieve organizational efficiencies;

Ability to effectively communicate both verbal and written;

Ability to undertake multiple phases of a project;

Ability to perform cost benefit and feasibility analyses.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
