A State Retirement Agency (SRA) IT Business Manager I is the intermediate level of work in support of the administrative and business operations of the SRA IT division. Employees in this classification do not supervise.
Employees in this classification receive moderate supervision from a SRA Chief or SRA Deputy Chief Technology Officer or other IT Administrator.
The SRA IT Business Manager I and SRA IT Business Manager II are differentiated based on the degree of supervisory control exercised by the supervisor over these employees. The SRA IT Business Manager I performs duties under close supervision at times, and under general supervision at other times, depending on the complexity of the specific duty being performed. The SRA IT Business Manager II performs the full range of duties and responsibilities under general supervision.
Initiates procurements of equipment, software, support contracts and other purchases through the receipt of the product to the completion of payment;
Tracks and initiates renewals of subscriptions and support contracts;
Communicates with departmental and agency staff, and with outside vendors about procurement transactions and processes;
Organizes and schedules meetings related to departmental operations;
Utilizes business productivity software in order to communicate transaction and process status to stakeholders;
Facilitates the organization and electronic storage of IT documents and contracts throughout the lifecycle;
Assists with collecting and tracking information and contracts with vendors;
Manages the stock inventory of consumable and office supplies;
Assists with the agency hardware inventory process;
Creates and maintains office procedures and policies within the division, as well as policy and other documents produced by the division for the agency or State;
Provides administrative support and procedural guidance to agency staff;
Coordinates the annual budget process within the IT division;
Monitors and reports on budgeted vs. actual expenditures and ensures expenditures are captured and categorized in accordance with agency guidelines and procedures;
Reconciles budgetary items between departmental records and State accounting systems;
Initiates and assists in research and analysts of COTS and other software for use within the division or agency to improve business processes;
Devises new and improves existing IT business processes;
May help to develop and modify IT policies, procedures, and standards;
May help to prepare requests for proposals for IT hardware, software, and services;
May evaluate proposals from vendors and recommend selection as a member of an evaluation committee;
May assist with technical justification for IT budget requests;
Performs other related duties.
Advanced skills in modern business productivity software (word processing, spreadsheet, email, collaboration applications) and modern web browsers;
Ability to devote attention to detail and precision with recording, organizing, categorizing, storing and retrieving information and documents. Ability to analyze, streamline and simplify processes;
Knowledge of the functions and capabilities of computer systems and related peripheral equipment;
Knowledge of the principles and practices of management and public administration; Skill in analyzing and evaluating application functionality;
Skill in interpreting and applying related rules, laws, regulations and policies;
Skill in applying inductive and deductive reasoning to reach logical solutions to business process issues;
Ability to communicate effectively and to establish and maintain effective working relationships with information technology staff, management, users, vendors and other agency and State government staff.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience in an administrative capacity using personal computers.

1. Candidates may substitute a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for two years of the required experience.
2. Candidates may substitute an Associates degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for one year of the required experience.
Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.
Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
