PROFESSIONAL SERVICE BARGAINING UNIT: G NCP

NATURE OF WORK

A Librarian Advanced Professional Certificate (APC) Plus 30 Credit Hours, CI is school library work teaching youth or adult students in an educational program in a court involved facility operated by the Maryland Department of Health. Employees in this classification do not supervise other Librarians.

Employees in this classification receive general supervision from a Principal or other educational administrator at the treatment center. The work of this class may require travel to various locations for events such as field trips, workshops, seminars and recreational activities. Students may be disruptive or abusive and may require remedial training.

Positions are allocated to levels in the Librarian, CI classification series by assessment of employee educational credentials by supervising educational administrators using Maryland State Department of Education (MSDE) regulations and guidelines.

EXAMPLES OF WORK

Provides classroom instruction in library science to students who have developmental disabilities, receiving psychiatric care or involuntarily institutionalized under maximum security at a court involved facility;

Prepares daily and weekly lesson plans and other instructional material;

Assists students with research projects; recommends appropriate instructional and educational reading; and explains cataloging and reference procedures;

Determines which educational materials would be most appropriate for assigned students and orders books, visual aids, computer software and other materials;

Cooperates with treatment staff and provides student progress reports to staff and family members;

Facilitates and maintains a library classroom environment conducive to learning;

May prepare and administer a budget;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the human developmental process;

Knowledge of library science as it applies to the educational setting;

Knowledge of educational theories, methods and practices;

Knowledge of the physical, emotional and social aspects populations in a correctional institution or of special needs students;

Ability to facilitate and maintain a library classroom environment conducive to learning;

Ability to plan and coordinate student educational and recreational activities;

Ability to work harmoniously with populations in a correctional institution or special needs students in a residential treatment environment and with other employees.

MINIMUM QUALIFICATIONS

Education: Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: None.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Librarians in State operated school programs are required to acquire and maintain certification in the State of Maryland per Education Article, Section 6-101 of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 level:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean credit hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
