A Research Statistician III is the entry level of statistical research work requiring doctoral preparation, but limited work experience or the advanced level of statistical research work requiring a Master’s degree. Employees in this classification perform responsible, independent statistical research work involving design and execution of projects investigating problems in public health, health or welfare related fields or public administration. Employees in this classification, within the framework of the agency program, initiate and plan needed studies, direct all phases of execution and assume responsibility for the validity and reliability of findings, interpretation, conclusions, recommendations and final reports. Employees in this classification may be assigned to work with particular program areas or in functional specialties which serve a variety of agency programs and also participate as a member or consultant to interdepartmental and/or interdisciplinary teams established to identify and study public health problems. Employees in this classification display high levels of initiative, responsibility and judgment in providing for their professional growth and for higher level consultation when required. Employees in this classification have responsibility for the general direction and supervision of lower-level Research Statisticians and other positions assigned to their permanent staff or to their projects.
Employees in this classification receive general supervision and direction of a higher level researcher, administrative officer or program director. Work effectiveness is evaluated through projects and reports.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Research Statistician III is differentiated from Research Statistician II in that Research Statistician III performs advanced, more complex research duties while the Research Statistician II performs the full range of duties and responsibilities under general supervision. The Research Statistician III is differentiated from the Research Statistician IV in that the Research Statistician IV performs the highest level of independent, statistical research work and has supervisory responsibility for lower-level Research Statisticians.
Directs, supervises and evaluates ongoing programs of data collection and analysis;
Interprets and presents resulting statistical information;
Initiates, designs and directs special studies;
Works with program directors to assess needs for statistical data to establish systems for data collection and analysis;
Initiates and executes evaluative studies;
Prepares and presents reports and recommendations relevant to program performance, costs and projected future needs;
Renders statistical consultation to program directors;
Performs other related duties.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
