NATURE OF WORK

A Nursing Program Consultant/Administrator II is an administrative level of nursing work providing consultation and direction in the development, utilization and implementation of nursing services to health providers in local health departments, State facilities, private and public agencies and State departments.  Employees in this classification do not supervise.

Employees in this classification receive managerial supervision from a health care administrator.

Position allocation in the Nursing Program Consultant/Administrator series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include:  qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Monitors the provision of nursing services within a specific health program in local health departments, institutions and other health care facilities;

Functions as the departmental expert concerning the nursing services of a specific program by providing advice and guidance to local health administrations, health facilities, administrators and health care personnel;

Develops and implements policies for a specific nursing service program based upon an understanding of the overall mission, rules, regulations and parameters of the program;

Provides consultation to local health departments, institutions, other health care facilities and public and private agencies concerning program implementation and operation;

Advises local health departments, institutions and other health care operations concerning the appropriate means of obtaining funding from State, federal and other funding sources;

Contacts directors of similar or related programs in order to coordinate the provision of combined health care;

Collects and analyzes data concerning nursing services for various facilities and programs of an administration;

Advises Directors of Nursing and other health care administrators of possible utilization and roles of Nurses;

Reviews and makes recommendations concerning proposed legislation and regulations which affect nursing;

Assesses current nursing operations in order to determine and recommend specific training and education initiatives;

Prepares reports concerning policies that affect nursing standards and practices;

Conducts research and prepares advisory reports on current nursing issues and trends;

May plan, implement and monitor a comprehensive Quality Assurance Program;

May review staffing needs for nursing and determine adequacy of staff size and recommend corrective measures;

May assume direct responsibility for special nursing programs;

May monitor statewide training contracts and assist staff in training development;

May analyze legislation and its impact on nursing in order to advise and make recommendations to executive staff;

May evaluate credentials of nursing applicants for examination and interstate registrations;

May evaluate schools of nursing for licensure;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
