Fiscal Services Chief II is the supervisory level of work overseeing all fiscal services for one or more State facilities, local departments of social services or local health departments in accordance with fiscal policies and procedures prescribed and disseminated by a chief of fiscal services and fiscal staff at the headquarters of a secretariat level department or independent agency. Employees in this classification directly supervise Accountants or Agency Budget Specialists or manage such positions through subordinate supervisors.
Employees in this classification receive general supervision from a chief of administration or other designated administrator. Technical direction and guidance is received from a chief of fiscal services and accountants, budget specialists and other fiscal staff at the headquarters of a secretariat level department or independent agency.
Position allocation to the Fiscal Services Chief I or Fiscal Services Chief II is determined by relative job evaluation among similarly functioning positions using the fiscal classification factors. The fiscal factors are: complexity (variety); formulation of new techniques or procedures; authority to change work procedures or methods; supervisory controls; supervision of others; and knowledge required by the position.
Fiscal Services Chief I and Fiscal Services Chief II are differentiated from Fiscal Services Officer I and Fiscal Services Officer II in that the Fiscal Services Chief I and Fiscal Services Chief II directly supervise Accountants or Agency Budget Specialists or manage such positions through subordinate supervisors while Fiscal Services Officer I and Fiscal Services Officer II do not supervise other professional fiscal positions but may supervise Fiscal Account Technicians, Fiscal Account Clerks, and related staff. Fiscal Services Chief I and Fiscal Services Chief II are differentiated from Fiscal Services Administrator I-VI in that Fiscal Services Administrators are responsible for one of the following: all fiscal services for a secretariat level department or independent agency, prescribing and disseminating fiscal policies and procedures; located at the headquarters of a secretariat level department or independent agency and exercise technical control over Fiscal Services Chiefs and other fiscal staff in the field; or administer specialized fiscal programs involving commercial enterprises, revenue bonds, independent investments or financial analysis of private corporations that are more complex than the accounting duties of a Fiscal Services Chief.
Plans and coordinates all fiscal services for one or more State facilities, a local department of social services or a local health department in accordance with applicable laws, rules, regulations and policies and procedures prescribed and disseminated by a chief of fiscal services and other fiscal staff at the headquarters of a secretariat level department or independent agency;
Plans, coordinates, supervises and evaluates the work of Accountants, Agency Budget Specialists and related fiscal clerical support staff;
Formulates and implements fiscal policies and procedures to meet departmental, State, federal and other funding source laws and requirements;
Oversees the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual and estimated expenditures and other budget figures;
Oversees the compilation of supporting fiscal and statistical data for presentation of the budget to departmental budget specialists and other funding sources;
Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities, subject to the approval of departmental budget specialists and other funding sources;
Modifies and implements manual and automated systems in accordance with generally accepted accounting principles and departmental and control agency guidelines;
Oversees all accounting operations;
Reviews, approves and analyzes periodic and special reports to meet departmental and funding source requirements and to keep management advised of the fiscal status of the agency;
Oversees the annual fiscal year end closeout in accordance with generally accepted accounting principles;
Provides information to auditors reviewing the fiscal services unit of the facility or local department and develops and implements corrective action plans resulting from audit exceptions;
May oversee procurement, inventory and supply activities;
May oversee the operation of a commissary;
Performs other related duties.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
