NATURE OF WORK

A Physician Program Staff is the full performance level of work providing medical program services in a headquarters program concerned with mental health, disabilities or chronic illness needs.  Employees in this classification are primarily located at Maryland Department of Health (MDH) headquarters.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a higher-level Physician or an administrative official.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Physician Program Staff is differentiated from Physician Program Specialist in that the Physician Program Staff is primarily assigned to MDH headquarters and  performs the full range of duties and responsibilities under general supervision while the Physician Program Specialist is primarily assigned to MDH headquarters and performs advanced level work providing medical program services in a medical specialty area that requires certification by an American Medical Association Specialty Board.

EXAMPLES OF WORK

Develops medical guidelines, policies, procedures and standards;

Reviews and evaluates statistical reports and other reports;

Evaluates implementation of programs and coordinates with public and private agencies providing similar services;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
