Maintains knowledge of trends, best practices, and new technologies in human resources, talent management, and employment law; applies this knowledge to develop and implement human resources strategies across all subspecialities (e.g., recruitment and retention, classification and salary, employee benefits, employee and labor relations).
Ensures compliance with federal, state, and local legal requirements; reviews and modifies policies, procedures, and practices to maintain compliance.
Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives to support the State Personnel Management System’s human resource compliance and strategy needs.
Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
Maintains strong working relationships with exclusive representatives of bargaining unit employees.
Supports SPMS agencies by providing authoritative guidance on a wide range of HR-related topics;
Issues policy documents and provides guidance to SPMS agencies on all aspects of HR.
