A PSC Commission Advisor is the full performance level of work researching and analyzing utility policy. An employee in this classification functions as an advisor to members of the Public Service Commission (PSC). Employees in this classification do not supervise.
Employees receive administrative supervision from the Executive Director PSC and receive assignments and direction from members and the Chair of the PSC. Employees may be required to work evenings, weekends and holidays when dictated by workload.
Researches public utility jobs policy at the local, State and national levels by reviewing industry journals and newsletters, conference presentations, decisions of commissions in other states, and expert witness and staff testimony, and analyzes findings for potential application to Maryland PSC policy;
Researches and analyzes issues before the PSC, the Federal Energy Regulatory Commission and the U. S. Congress and formulates policy recommendations;
Analyzes Energy and Gas cases before the PSC and provides summaries of written and oral testimony, researches underlying issues, and provides recommendations for commission action;
Prepares and gives presentations of various technical and political developments at the State and federal levels;
Advises Commissioners and Chair regarding specific research assignments, drafts proposed orders and rulings, and provides other staff functions to the PSC;
Schedules and attends various government, industry and business meetings with or on behalf of the Chair and provides reports of significant actions or developments which may impact the PSC or Maryland utility consumers;
Performs other related duties.
