NATURE OF WORK
The Psychiatrist Clinical Superintendent, MDH is the executive level of work functioning as the sole Superintendent of an MDH facility which oversees all clinical and administrative aspects of the facility. In Central Maryland, these positions are located within Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince Georges, and St. Mary’s Counties and Baltimore City. In Rural Maryland, these positions are located within Allegany, Caroline, Dorchester, Garrett, Kent, Queen Anne's, Somerset Talbot, Washington, Wicomico, and Worcester Counties. Employees in this classification supervise all clinical, professional, and support staff in the facility.
Employees receive managerial supervision from a higher-level administrator or an executive. Employees may be assigned to day, evening, night or rotating shifts which may include holidays and weekends. Employees may be required to travel to various MOH facilities including those in rural areas. Employees are subject to call-In and overtime based on staffing requirements. Employees are required to observe infection control precautions In order to prevent contamination and spread of disease.

The Psychiatrist Clinical Superintendent MDH Is differentiated from the Psychiatrist Clinical Director MDH In that the Psychiatrist Clinical Superintendent MDH functions as the sole Superintendent at an MDH facility and supervises all clinical, professional, and support staff while the Psychiatrist Clinical Director functions as the Director of psychiatric services at 24/7 MOH facilities or functions as the Chief Medical Officer for the Behavioral Health Administration
Functions as the sole Superintendent of a 24/7 MOH facility.
Plans, coordinates, and supervises the work of all clinical, professional, and support staff In the facility. Establishes and Implements medical guidelines, policies, procedures, standards and controls;
Evaluates implementation of programs and coordinates with public and private agencies providing similar services;
Plans, organizes and supervises the work of assigned subordinate personnel;
Formulates policy and coordinates the activities for various services within the program;
Collaborates and consults with physicians/psychiatrist in preparation or activity plans and short and long range planning;
Addresses professional and lay groups;
Presides at ward, diagnostic and clinical conferences on appropriate treatment required for specific cases;
Reviews clinical records of patients to assure their adequacy and proper administration;
Provides consultation and review of the clinical appropriateness of prescribed medications and laboratory tests;
Prescribes medications and treatments as indicated by diagnoses; May provide hands-on patient and clinical services;
May provide consultative services in an area of medical specializations;
Performs other related duties.
1. Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.
2. Applicants must be board certified in Psychiatry by the American Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians
3. Applicants must be licensed by the Maryland Board of Physicians to practice medicine under
Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.
4. Employees in this classification are subject to substance abuse testing In accordance with Code of
Maryland Regulations 17.04.09, Testing for Illegal use of Drugs.
