NATURE OF WORK

A Health Services Cost Review Commission (HSCRC) Chief II is a member of the staff assigned to HSCRC.  The HSCRC is the State agency charged with regulating the rates and revenues of Maryland’s acute care and specialty hospitals.  The HSCRC has been granted independent salary setting authority by State law in recognition of the agency’s value to the Maryland Health Care System in achieving the goals of: cost containment; access to care; equity in health care financing; accountability; financial stability; and improved quality of care. The law also recognizes the agency’s need for personnel with specialized expertise and experience in the areas of health care payment systems and policy development sufficient to achieve these goals.

EXAMPLES OF WORK

The HSCRC, in consultation with the Secretary of the Maryland Department of Health (MDH) is authorized by law to establish the pay levels for professional positions in accordance with Health-General Article, § 19-206(d), Annotated Code of Maryland:

(1) The Commission may employ a staff in accordance with the State budget.

(2) The Commission, in consultation with the Secretary, may set the compensation of a Commission employee in a position that:

(i)   Is unique to the Commission;

(ii)  Requires specific skills or experience to perform the duties of the position;

(iii) Does not require the employee to perform functions that are comparable to functions performed in other units of the Executive Branch of State government.

(3) The Secretary of Budget and Management, in consultation with the Commission, shall determine the positions for which the Commission may set compensation under paragraph (2) of this subsection.

(4) The Deputy Director and each principal section chief of the Commission serve at the pleasure of the Commission.

(5) The Commission, in consultation with the Secretary, may determine the appropriate job classifications for the Executive Director, Deputy Director, and each principal section chief of the Commission.

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Management Service classification in the State Personnel Management System.  All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
