A Maryland Health Care Commission (MHCC) Program Manager is a Management Service classification assigned to MHCC. This Commission has been granted independent salary setting authority by State law in recognition of value to the Maryland Health Care System in achieving the goals of: cost containment; access to care; equity in health care financing; accountability; financial stability; and improved quality of care. The law also recognizes the commission’s need for personnel with specialized expertise and experience in the areas of health care payment systems and policy development sufficient to achieve these goals. The law authorizes that the MHCC, “in consultation with the Secretary of Maryland Department of Health (MDH)” shall determine the appropriate classifications and pay grades for all staff (Health-General Article, § 19-107(d), Annotated Code of Maryland).
The Commission promotes a health regulatory system to provide all Marylanders with financial and geographic access to quality health care at a reasonable cost. Strategies to limit health care costs and extend health care access for all Marylanders are developed by the Commission. The Commission also formulates a uniform set of benefits for the comprehensive standard health benefit plan; devises a payment system for health care services; and fosters development of practice parameters. The Commission facilitates public disclosure of medical claims data for the development of public policy; maintains and analyzes a medical care database on health care provided by health care practitioners; and ensures the use of that database as a primary means to compile data and annually report on trends, variances, and comparisons regarding fees for service, cost of care, and malpractice. The Commission encourages the development of clinical resource management systems that permit cost comparisons between various treatment settings and the availability of information to consumers, providers, and purchasers of health care; sets standards for the operation and licensing of medical care electronic claims clearinghouses; and reduces the costs of submitting and administering claims for health care practitioners and payers.
The MHCC, in consultation with the Secretary of MDH, shall determine the appropriate classifications and pay grades for all staff in accordance with Health-General Article, § 19-107(d):
(1) The Commission may employ a staff in accordance with the State budget.
(2) The Commission, in consultation with the Secretary, may set the compensation of a Commission employee in a position that:
(i) Is unique to the Commission;
(ii) Requires specific skills or experience to perform the duties of the position;
(iii) Does not require the employee to perform functions that are comparable to functions performed in other units of the Executive Branch of State government.
(3) The Secretary of Budget and Management, in consultation with the Secretary, shall determine the positions for which the Commission may set compensation under paragraph (2) of this subsection.
