A Psychiatrist Clinical Administrator, MDH is the supervisory level of work providing clinical psychiatric services to patients who are mentally ill, chronically ill or developmentally disabled or are in need of medical and preventive treatment. Employees in this classification function as Unit/Ward Administrators responsible for unit/ward services at a 24/7 MDH facility, or function as Clinical Program Administrators for a Headquarters office, division, or comparable program. These positions are located at 24/7 MDH facilities. Employees in this classification in positions that function as Unit/Ward Administrators responsible at a 24/7 MDH facility supervise lower-level MDH Psychiatrists or Physicians, and other health care support staff. Employees in this classification in positions that function as Clinical Program Administrators for a Headquarters office, division, or comparable program and may supervise lower-level MDH Psychiatrists or administrative staff.
Employees in this classification receive general supervision from a Psychiatrist Clinical Director, MDH or an administrative official. Employees may be assigned to day, evening, night or rotating shifts which may include holidays and weekends. Employees may be required to travel to various MDH facilities including those in rural areas. Employees are subject to call-in and overtime based on staffing requirements. Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.

The Psychiatrist Clinical Administrator, MDH Is differentiated from the Psychiatrist Clinical, MDH in that the Psychiatrist Clinical Administrator, MDH functions as Unit/Ward Administrators responsible for unit/ward services for their assigned unit/ward, or functions as Clinical Program Administrators for a Headquarters office, division, or comparable program while the Psychiatrist Clinical, MDH performs the full range of duties and responsibilities under general supervision. The Psychiatrist Clinical Administrator, MDH is differentiated from the Psychiatrist Clinical Director, MDH in that the Psychiatrist Clinical Director, MDH functions as sole Directors of Clinical Services at a 24/7 MDH facilities or functions as sole Chief Medical Officers for the Behavioral Health Administration.
Functions as Unit/Ward Administrators responsible for unit/ward services for a specified unit/ward at a 24/7 MDH facility and supervises lower-level MDH Psychiatrists and other health care support staff;
Functions as Clinical Program Administrators for a Headquarters office, division, or comparable program;
Conducts staff meetings to interpret policies and procedures, and reviews progress reports;
Reviews case material to assure compliance with standards and procedures for providing psychiatric services;
Provides consultation, advice and overview of treatment in an area of medical specialization to other Physicians and health care staff;
Plans and participates in the medical care or patients in a 24/7 MDH facility;
Develops patient treatment plans based on assessments and diagnoses;
Implements and oversees implementation of treatment plans;
Examines and treats patients based on diagnoses;
Prescribes medications and treatments as indicated by diagnoses;
Orders various tests and analyses to provide information on patients' condition;
Analyzes reports and findings in order to determine patients' progress and adjusts treatment plan accordingly;
Reviews patients' records to assure their adequacy and proper administration;
Advises health care support staff of appropriate treatment techniques needed for individual cases;
Conducts clinical rounds and reviews progress of patients;
Meets with patients and their families to discuss treatment plans and address concerns;
Attends staff meetings and participates in diagnostic and treatment discussions, lectures, seminars and case presentations;
Gives lectures and presentations to medical students, heath care professionals and lay groups in psychiatry;
May plan, coordinate, and supervise the work of lower-level Psychiatrist Clinical positions and related support staff;
Performs other related duties.

Skill in the examination and treatment of patients;
Skill in performing medical diagnosis and planning treatment based on diagnosis;
Ability to communicate effectively with other Physicians, health care professionals, support staff, patients and families of patients.
Education: Determined by the Maryland State Board of Physicians under the licensing requirements for Physicians.
Experience: As required for certification in Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.
1. Applicants for this classification must be board certified in Psychiatry by the American Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians.
2. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.
