The Executive Assistant to the Chief of Police provides administrative support to the Chief of Police for CMPD functions, operations, and programs. Primary responsibilities include formulating work products pertaining to the CMPD on City Council Business Meetings, Strategy Sessions, Special Meetings, and Safe Communities Committee. Responsibilities also include preparation of a variety of special projects as directed by the Chief of Police and to provide assistance as requested by the CMPD Executive Staff and Command Staff.
Executive Assistant to Chief of Police performs other related duties as required or assigned.
Distinguishing Features
The Executive Assistant to the Chief of Police reports to the Executive Officer to the Chief of Police. Except for general administrative direction from the Chief of Police, the Executive Assistant to the Chief of Police works independently with performance evaluated on results achieved.
· Prepares Request for Council Actions (RCA) pertaining to the CMPD for placement on the City Council Business Agenda and posting in Legistar
· Prepares email to Chief of Police, Deputy Chiefs, and Executive Staff, and RCA staff resources and attaches copies of the City Council Business Meeting Agenda and Public Forum Speakers List.
· Prepares email to Chief of Police, Deputy Chiefs, and Executive Staff and attaches agendas associated with City Council Zoning Meetings, Strategy Sessions, Special Meetings, and the Safe Communities Committee meetings.
· Schedules Majors to attend City Council Business Meetings to take notes of those persons on the Speakers List on issues pertaining to the CMPD.
· Prepares and provides response to questions on matters pertaining to the CMPD received from Mayor’s Office and staff of the Office of Constituent Services.
· Special Projects
o Coordinates and contributes to the development of the Voluntary Registry for Vulnerable Populations – “Safe Outcomes”;
o Updates the President's Task Force on 21st Century Policing document;
o Identifies subject matter experts on a variety of topics for participation in the Chief’s Executive Speakers Series;
o Assists CMPD staff with the development of the Adult Diversion Program;
o Coordinates questions from Mayor and City Council candidates for City Council elections;
o Conducts surveys, as requested, on a variety of topics, of peer police agencies to the CMPD;
o Prepares effects on CMPD’s provision of police services pertaining to voluntary annexations into the corporate city limits of Charlotte;
o Prepares quarterly violent crime peer police agency spreadsheet using data received from the Major Cities Chiefs Association;
o Prepares quarterly updates to the document “Achieve Success: Be the Difference - Johnny Jennings, Chief of Police”;
o Prepares and presents reports on departmental activities as directed by the Chief of Police;
o Attends meetings, at the request of the Chief of Police, to participate as an active member with a cross section of City staff leading to the development of reports and/or City Ordinances; and
o Analyzes information, statistics, and reports on CMPD activities to determine police service needs, availability of resources, and if existing programs meet the needs of the community.

· Having skills in finance and budget resource management, strategic planning, and technology systems;
· Being open and available to CMPD staff by using effective communicative skills, seeking input, and being welcoming;
· Having personal characteristics, including honesty, intelligence, credibility, trustworthiness, adaptability, and forward thinking;
· Possessing the ability to establish trust and confidence with CMPD staff and staff of City of Charlotte Departments with whom this position interacts.
· Five years of progressively responsible management experience;
· Graduation from an accredited college or university with a Master’s Degree in Criminal Justice, Public or Business Administration, or a related field;
· Subject to pre-employment alcohol, drug and/or controlled substance testing. Also, subject to polygraph and background investigation;
· Must possess a valid North Carolina or South Carolina Driver’s License and acceptable driving record by the hire date; and
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
