Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

The purpose of this position is to use strategic business solutions and practices to manage the infrastructure technology lifecycle. This is accomplished by evaluating business needs and requirements; managing direct and indirect reports; overseeing contracts and maintaining contractual compliance; coordinating with IT personnel; developing, designing and implementing core technology infrastructure; leading work sessions with vendors; evaluating business processes and appropriate hardware to meet requirements; coordinating with utilities management; overseeing program budgets and resource requirements; creating strategic plans for technology management; maintaining application and operating systems support. Oversees fiber plant infrastructure, communications rooms, data centers, networks, servers, storage, and physical conduits, voice and traditional phone systems as well as radio infrastructure.  Other duties include overseeing third party vendors; and developing contracts for technology purchases.

Oversight is accomplished by planning and designing infrastructures; utilizing software tools; assisting with solution deployments; analyzing and translating business requirements; maintaining and upgrading device software; serving as a point of contact for technical support; resolving incidents and service requests; ensuring compliance with government regulations; and cooperating with system stakeholders to ensure systems are operating appropriately.

Major Duties and Responsibilities

Maintains accurate system documentation of the control system and network topology.
Manages programs and personnel by creating team work plans and guaranteeing they are completed; approving work time; maintaining team work; training when necessary; planning efficient programs; overseeing the program budget; managing dependencies and risks; watching for errors in the programs; and supplying staff with opportunities and feedback on skill performance.
Maintains business process and requirements by scheduling meetings with business partners; resolving issues through collaboration; giving and accepting feedback on business relations; keeping a detailed understanding of business processes; helping with customer understandings; aiding business requirements; negotiating and managing contracts; documenting all work and deliverables; and monitoring vendor thresholds.
Leads project delivery by coordinating special projects; developing and maintaining a project charter, project plan, and status report; managing all needs for assigned projects; identifying team members, measurements, and resource needs; and executing project plans and progress.
Participates in collaborations and tech groups by taking notes and meetings; participating in meetings and subgroups; maintaining a membership on various committees and work teams; and participating in engineering coordination meetings.
Coordinates with other departments and offices, contractors, etc. as necessary to achieve a successful outcome. 
Maintains a working knowledge of technologies and systems and troubleshoots issues in conjunction with vendors and maintenance staff. 
Evaluates current equipment and recommends improvements to the equipment, processes, and system as a whole.

Knowledge, Skills & Abilities

Knowledge and understanding of basic IT system components and subassemblies.
Understanding of risk mitigation and methods of implementing IT infrastructure.
Project management and contract management experience preferred.
Must be able to work effectively with internal and external customers and represent the airport in a professional, positive manner. 
Knowledge of standard computer operating systems, computer hardware and technical support. 
Knowledge of Microsoft or Enterprise Linux operating systems, and virtualized Enterprise VMWare environments.
Analysis and troubleshooting skills.
Solid knowledge of TCP/IP networking.
Knowledge of operating characteristics of servers, server-based applications, data networking, data storage, and various protocols.
Knowledge of Dell Avamar and Data Domain or comparable Enterprise Backup
Knowledge of Cisco or Avaya / Extreme network operating systems and design
Excellent organizational and reasoning skills required, as well as the ability to follow directions, communicate effectively both verbally and in writing, and complete projects accurately and on schedule.
Ability to work and coordinate with other groups.

Minimum Qualifications

Bachelor’s degree in business, information technology or related field and three years related experience, including customer service experience required or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

$89,838 - $112,297 Commensurate with Experience
